It is an overarching framework built on the Ukraine Flash Appeal 2022 to guide prio...rities and work, according to access and location, in support of national and local authorities who are leading the readiness, response and early recovery activities. ndependent of the current conflict, the health sector in Ukraine faces several critical shortcomings. In particular, the country has an oversupply of hospitals and an undersupply of primary care and diagnostic facilities. Addressing these limitations will require substantial amounts of capital inves...tment, but constraints on public finances in the post-war context will reduce the Government’s ability to fund the needed reconfiguration. Multiple international financial institutions have stated their intention to support reconstruction in the aftermath of the war. The use of public–private partnerships (PPPs) may support the achievement of these outcomes and their use in Ukraine is likely to remain an important issue for Government policy-makers and their partners to consider in a variety of post-war scenarios.

Menschenhandel liegt vor, wenn eine Person unter Ausnutzung ihrer Zwangslage in eine Ausbeutungssituation gebracht wird. Dies kann in verschiedenen Formen und Bereichen erfolgen: ausbeuterische Arbeitsverhältnisse, sexuelle Ausbeutung, Ausbeutung in der Ehe, Ausbeutung der Betteltätigkeit, Ausbeut...ung strafbarer Handlungen, erzwungene Organentnahme. Menschenhandel ist ein schwere Menschenrechtsverletzung und ein Verstoß gegen die Unversehrheit der Menschenwürde.

The geographical area directly affected by military operations has increased dramatically. Affected areas are not limited as before to a strip along the contact line (which continues to exist) but are scattered across the country. There are many territories outside eastern conflict area are directly... affected for the first time (including urban centres).
Previously accessible areas or unaffected areas are now isolated settlements due to active fighting, not reachable by both humanitarian agencies and public actors. Access to these locations is still not possible, as military activities are ongoing.
Residential buildings are not a direct target, but collateral damages are registered. Civilian infrastructure – such as gas, central heating systems and electricity – is also affected, with an even higher impact on the population due to the cold season and to the impossibility to access markets for solid fuel and state winterization subsidies.
