Given that the emergency has exceeded the worst-case scenario, this revised supplementary appeal for the Ukraine situation outlines UNHCR’s additional requirements of $1.246 billion for March to December 2022.
Russia began an all-out invasion of Ukraine on 24 February 2022, carrying out extensive military operations marked by war crimes and other violations of international humanitarian law. Using indiscriminate weapons such as cluster munitions in populated areas, including in cities such as Kharkiv and ...Chernihiv, Russian forces have killed civilians and demolished residential structures, including apartment blocks. The hardest-hit city of all has been Mariupol, where relentless Russian attacks have left many areas in ruins. In Bucha and other towns northwest of Kyiv, Russian soldiers have extrajudicially executed civilians and looted civilian property. More than 14 million people have been uprooted by the conflict, with close to six million fleeing to neighbouring countries as refugees. Sexual crimes have been reported.
There are reports that Ukrainian forces have operated out of residential areas, drawing Russian fire there and endangering the civilian population. There is also compelling evidence to indicate that both Russian and Ukrainian forces have mistreated prisoners of war.

On 16 March 2022, shortly after 10am, a Russian air strike destroyed the Donetsk Regional Academic Drama Theatre in Mariupol, Ukraine. At the time of the attack, hundreds of civilians were in and around the theatre; many were killed. The theatre was clearly recognizable as a civilian object, perhaps... more so than any other location in the city. The evidence Amnesty International has gathered demonstrates that the attack was a war crime.

To support t...he provision of healthcare and medicines in the host countries, and as part of FIP’s response to the appeals of our member organisation, the All-Ukrainian Pharmaceutical Chamber, FIP has developed the tables of equivalence between medicines registered in Ukraine and those available in other countries, published in this document. This is meant to facilitate the provision of (pharmaceutical) care to refugees and also to support healthcare professionals providing care to them. We are
prioritising medicines for the following chronic non-communicable diseases that require continuation of treatment: asthma & COPD, mental health, cardiovascular diseases and diabetes, but also oral contraceptives. This list may be expanded as necessary.
