The Project will complete the ...Greater Mekong Subregion Southern Coastal Corridor (GMS-SCC) in Cambodia and Viet Nam. The Project will include the following components: (i) Rehabilitation of Transport Infrastructure. In Cambodia 15 km of NR33 will be improved to the border with Viet Nam at Preak Chak. In Viet Nam 89.5 km of National Highway (QL) 80 and QL63 will be improved, include construction of two large bridges across the Cai Be and Cai Lon Rivers; (ii) Cross Border Facilities. A new cross border facility will be provided, the design will take into account the ongoing work on the implementation of the GMS Cross-Border Transport Agreement; (iii) HIV/AIDS and trafficking awareness and prevention; and (iv) Road maintenance in Cambodia.

In response to the Syrian refu...gee crisis and the internal displacement of Iraqis, EMERGENCY expanded its intervention in Northern Iraq and provided basic health care free of charge in the Ashti IDP's camp, including also gynecological consultations, vaccination and growth control programme. EMERGENCY involved the local medical staff providing on-the-job training, and carried on an health promotion campaign. Over 328.000 consultations have been provided until its closure in January 2020.

Output 1: Strengthened plannin...g and management capacity at national, provincial
and district levels. This output will focus on strengthening of health systems to more effectively
plan and manage the HIV/AIDS response at national, provincial and district levels. Among the
key activities are the review of the national HIV strategy and the development of an integrated
work plan for its implementation, and an evaluation and subsequent updating of the national
policies and legislation on HIV/AIDS. To ensure sustained progress in HIV prevention, the
output will also support capacity building activities for relevant government agencies in
developing and implementing integrated HIV prevention plans. Project management, monitoring
and implementation support will also be under Output 1.
5. Output 2: Enhanced capacity to provide quality and accessible services to people
vulnerable to HIV transmission. The project intends to ensure provision of high quality
services and address barriers to people’s access to these services through Output 2. Key
activities under this output are (i) assisting the Center for HIV/AIDS/STI (CHAS) to develop and
update national guidelines and standard operating procedures for comprehensive prevention
services, including STI and voluntary counseling and testing (VCT), targeted at reaching highrisk
groups; and (ii) provision of technical support to provincial and district health centers and
village health workers to provide more user-friendly services for vulnerable and ethnic groups in
underserved high-risk settings. Technical support for local health facilities will include the
improvement of clinical capacity for and access of STI diagnosis and treatment. Quality
assurance and mentoring systems to improve the quality of service delivery at the local level will also be established. The project under this output will design and implement pilot “mobile
clinics” in locations identified to have high numbers of people engaging in high-risk behavior.
6. Output 3: Improved access to HIV prevention outreach among target populations
in communities and cross-border areas. Under Output 3, contextually specific interventions
will be developed to create an enabling environment and to build the capacity of people to
reduce their own risk to HIV transmission. The project interventions include vulnerability
mapping, assessment of knowledge, attitudes and practice and behavior change activities. Key
activities will include capacity building in planning and implementing behavioural change
communication (BCC) activities for ethnic groups at district levels, and developing appropriate
BCC models for vulnerable groups at the border crossing points. The project also supports
scaling-up of the 100% condom program in all priority districts within the project target provinces
supported by the conduct of community-level BCC activities. Other technical support will include
monitoring and implementation support, assistance to local health staff in providing outreach
services and improving the referral system.
7. Output 4: Effective and sustainable regional collaboration to strengthen HIV
response established. This output will develop a mechanism to increase regional cooperation
and collaboration on strengthening HIV response, particularly between, but not limited to, the
Lao PDR and Viet Nam. It will build on existing collaboration and coordination in line with the
2011 6-country MOU for the Joint Action to Reduce HIV Vulnerability in the GMS. Key activities
include the establishment and maintenance of a coordination mechanism and steering
committee tasked to oversee and monitor cross-border cooperation. Other activities would be
documenting cross-border issues and findings as well as conduct of pilot activities for joint

HIV/AIDS and Trafficking Aware...ness and Prevention Program
7. To address the increased risk of exposure to HIV/AIDS during construction activities,
and the potential for increased trafficking of women and children because of large volumes of
transit traffic along the GMS-SCC and the border area, the Project includes an HIV/AIDS and
trafficking awareness and prevention campaign. This will be implemented through existing
agencies in Viet Nam, with assistance from consultants engaged under the Project, and will
complement ongoing programs. Plan components include advocacy actions on HIV/AIDS and
trafficking, information and education campaigns on HIV/AIDS and trafficking, provision of
comprehensive HIV/AIDS medical packages to clinics and medical centers along the road, and

Output 1: Enhanced Regional CD...C Systems
12. Improved Capacity for Regional Cooperation in CDC. The Project will build on CDC1
to further enhance regional cooperation in CDC to achieve (i) improved Ministry of Health
(MOH) capacity for regional cooperation in CDC, including strengthening national focal point, (ii)
coordinated implementation of regional strategies, and (iii) sustained knowledge management.
The Project will strengthen focal points for regional cooperation in CDC in each MOH, and
support WHO and the ministries in rolling out regional strategies for CDC including APSED,
dengue control, and NTD control. It will consolidate and strengthen knowledge management
activities initiated under CDC1. This includes the technical forums and community of practice for
Dengue, JE, laboratory services, cross-border activities, NTDs, and HRD, the GMS CDC
clearing house to pull together and disseminate CDC information for the GMS, and partnering of
GMS institutions to conduct policy relevant research. The RCU, based in MOH Lao PDR, will
continue to support the knowledge management program until it can be transferred to another
regional organization when institutional arrangements permit. The Project will seek partnership
with, and if possible, support the MBDS program and other partners for knowledge
management. ADB will operate a small pooled fund for the financing of joint activities among
CLV countries that can not be assigned to, and therefore financially managed by one country. Expanded Surveillance and Response Systems During the 4-year CDC1 period, ADB
support was targeted to improving provincial capacity for outbreak investigation and early
response, among others, by equipping provincial teams and establishing provincial emergency
funds. The emergency funds were particularly helpful in quickly mobilizing outbreak
investigation and response. Output 1 will assist to achieve (i) strengthening regional
coordination for surveillance and response; (ii) consolidating and expanding provincial and
district surveillance and response capacity; (iii) upgrading and improving quality of laboratory
services; (iv) piloting cross-border cooperation; and (v) improving outbreak reporting and
response. The Project will seek partnership with, and if possible, support the MBDS program
and other partners for cross-border activities.
14. Targeted support for emerging and neglected diseases. The Project will also
continue to provide targeted support for any emerging disease, and Dengue and other NTDs.
This will include (i) carrying out joint assessments of the spread and determinants of Dengue
and NTDs, and effectiveness of control measures, and (ii) effective disease control measures,
including, training, school education, equipment, and medical supplies. Output 2: Improved CDC along Borders and Economic Corridors
15. Improved community-based CDC. Several areas in the GMS are considered to be of
higher risk of disease outbreaks due to their proximity to borders and economic corridors, while
at the same time having access problems combined with weak health systems and less
informed, usually very poor communities. Many of these communities belong to ethnic groups,
new settlements, or peri-urban migrants. Output 2 will target about 116 districts in 38 provinces
grouped in three clusters (as described above). Output 2 will support (i) improving skills of
village health workers, (ii) carrying out participatory assessments and planning, (iii) piloted
cross-border collaboration, (iv) intensifying behavioral change communication (v) accelerated
healthy village development in targeted communes in border districts in Project provinces.
16. Improved staff capacity in CDC. Setting up a major capacity building effort in the
health sector is challenging due to the fragmentation of training across the sector, and shortage
of competent teachers. Accordingly, the Project will focus on capacity building of staff in the
target provinces, while ensuring replicability by keeping the training aligned with ministerial
policies, programs, quality standards, and budgets. The Project will support a training systems
development approach including (i) establishing a training group in each province, (ii) improving
human resources management, (iii) enhancing provincial training system capacity, (iv)
improving staff performance, and (v) reduced staff gaps, in particular for gender balance, for
field epidemiology training and ethnic staff. Output 3: Integrated Project Management
17. The third output will support effective and sustainable project management through
project management units (PMUs), project implementation units (PIUs), and national PIUs
under the administrative umbrella of assigned department in MOH. This includes support to
achieve (i) effective and efficient project management including committed stewardship and
results-based planning and monitoring; (ii) improved procurement, financial management and
technical support; and (iii) sustained CDC management including mainstreaming project
management and integrated and sustained project activities in provincial annual operational
plans (AOPs). AOPs will include provincial training systems, special support for isolated
communities, compliance with social safeguards, adequate recurrent budget, and monitoring

According to the World Health ...Organisation[1], 63% of all deaths annually occur due to noncommunicableor chronic diseases, principally cardiovascular diseases, diabetes and cancer.These are the most frequent causes of mortality in developing countries. Nearly two-thirds ofall cancer deaths occur in low- and middle-income countries. Lung, breast, stomach and livercancers cause the majority of cancer deaths. For cancers, mortality is high, and survival ratesare low because the majority remain undiagnosed, or diagnosed too late for effectivetreatment. Without any changes in underlying risk, the absence of cost-effective diagnostictechniques may lead to an increase in mortality rates of more than 80% in low-incomecountries in 10years. The geographical variation in cancer types distribution and patterns in theAfrica[2] and South-East Asia[3] demonstrates the urgent requirement for universal diagnostictechniques in all regions as the first step in effective cancer care.The project will meet the developing countries' medical challenges by offering new costeffectivediagnostic technologies and design tools for highly sensitive, in-vivo label-free imagingof diseased and healthy tissues. The fabrication of ultrafast mid-infrared fibre laser systems isstraightforward, does not require clean-room facilities and, therefore, decreases the costcompared with existing diagnostic techniques. Fibre laser systems feature low maintenancecost and alignment-free operation, and so do not require professionally trained operators.Fourier transform infrared spectrometers or Raman spectrometers with multiple nonlinearsignal enhancement and complex analysis techniques can be replaced with a single compactdevice. Novel technologies will not only reduce up-front costs but will also cut running costs bygreatly reducing power consumption. Also, direct measurement of molecular fingerprints inbiological tissues potentially allows an increase in sensitivity.This project combines the key areas of research on ultrafast pulse light sources, nonlineartechniques, dispersion-management technologies and spectroscopy in which it is vital for theUK to retain its leadership. The UK remains a global research heavyweight in biological sciencesand environmental science and holds a leading position regarding article citations inmathematics, physical sciences and engineering. The Fellow is an independent and matureresearcher with a truly translational background who is able to commit a significant and longtermresearch effort to the project's objectives. The project will be synergetic with otherprojects at Aston University in engineering, and the physical and medical sciences.Additional GCRF funding will help the Fellow develop an affordable tool to spread out acrossthe globe and extend the database of tested biotissues, hence creating an accuratediscrimination model. The project will contribute to... the government' s development objective to ensure a healthier nation by supporting the development of a more responsive and comprehensive primary health care (PHC) system in Sri Lanka. It will enhance planning and delivering of essential PHC to geographically and socioeconomically deprived populations of Central, North Central, Sabaragamuwa, and Uva provinces. The project will (i) inform and operationalize government PHC reform initiatives, (ii) improve underserved communities ' access to primary health services, and (iii) address selected gaps in core public health capacities in line with the International Health Regulations (IHR).

The Laos-Australia NGO Coopera...tion Agreements (LANGOCA) program is a partnership with non-government organisations to ensure strategic coherence, program themes build directly on two objectives of Australia's country strategy for Laos - to reduce the impact of natural disasters and unexploded ordnance on the poor. Opportunities to mainstream HIV/AIDS will also be pursued. Implementing agencies will be selected by tender from Australian accredited NGOs. There will be a design phase which will identify an analytical framework for activities under the program as well as develop a management framework for the program. The total value of this initiative is $14.4 million over 9 years, starting 2005-06.

Funding under this initiative ...provides funding to the Three Millennium Development Goals Fund (3MDG Fund) to address maternal and child health, communicable diseases and health system strengthening needs in Burma. The 3MDG Fund is a multi-donor initiative. Members of 3MDG Multi Donor Fund are the Governments of Australia, Denmark, the Netherlands, Norway, Sweden, United Kingdom and the European Union. It has 3 components: 1) health services focused on maternal, newborn and child health (74% of the fund); 2) support for people affected by HIV, TB and malaria (15%); and 3) health system strengthening to build sustainability (11%). The main beneficiaries will be mothers, newborns and children under five in 40 townships (one eighth of the country). The 3MDG Fund is expected to avert death for 25,150 young children and 3,153 pregnant women. Through the support an estimated 46,706 births will be attended by a skilled health professional, 30,202 pregnant women will receive full antenatal care, 95,060 children will be immunised and 34,693 infants aged 0-5 months will be exclusively breastfed. Members of the community in program townships (an estimated population of 7 million) will also benefit from improved health services. The total value of this initiative is $100.6 million over 5 years, starting 2011-12.

Since January 2010, DFAT and t...he New Zealand Aid Programme (MFAT) have been providing funding support to the Wan Smolbag Theatre (WSB under a five year tripartite agreement. WSB is an NGO which employs over 150 people and produces high quality theatre, film and radio to encourage community discussion of critical social issues, including domestic violence, child abuse, corruption and environmental conservation. WSB also provides opportunities for out-of-school, unemployed youth considered to be 'at risk' through vocational training, sports facilities and literacy education. It also operates sexual and reproductive health clinics for youth in the two main urban centres of Port Vila and Luganville. The total value of this initiative is $11.8 million over 9 years, starting in 2009-0.
