The security situation in the Central African Republic (CAR) has remained precarious during the first seven months ... 2019. The population is the main victims of the tension and violence exerted in the country despite the Political Agreement for Peace and Reconciliation signed in February 2019. While the total number of incidents affecting humanitarian organizations has been on decline for the first six months, a sharp increase was observed in July. 159 incidents directly affecting humanitarian staff or assets were witnessed during the period compared to 231 during the same period in 2018. Looking forward, the 2019-2020 Regional Refugee Response Plan (RRRP) for the DRC situation aims at addressing ... needs of new arrivals of Congolese refugees in the region, and those in protracted situations. By supporting livelihoods opportunities and through a resilience-based approach, refugees will be able to contribute to the development of their host countries, and of their country of origin upon their return. Given the limited capacity of host communities to support the impact of massive numbers of refugees, the response strategy will also address the needs of local populations, strengthening peaceful co-existence and building social cohesion. more

It expands on the research conducted by Walter Kälin and Hannah Entwisle Chapuisat for the 2017 OCHA-commissioned study Breaking the Impasse: Reducing Protracted Internal Displacement as a Collective Outcome.1 That study provided a comprehensive picture of the impact of protracted internal displacement, as well as five country case studies in contexts of conflict and disasters.It also offered a road map for addressing such displacement through seven steps, including conducting joint analysis and defining collective outcomes. more

Preliminary government reports as of 24 March indicate that more than 58,600 houses have been damaged, including 36,747 totally destroyed, 19,733 partially destroyed and 2,184 flooded. More than 500,000 hectares of crops have been damaged, which is expected to significantly increase food insecurity given that the flooding has coincided with the annual harvest season. Syrian people and to drive an unprecedented humanitarian and protection crisis: some 13.5 million people are now in need of humanitarian assistance and protection, including 6 million children. Half of the country’s pre-crisis population has been forced from their homes, with around one third of the remaining population now displaced within Syria and over 4.8 seeking refuge in neighbouring countries and beyond. more
The 2018 Humanitarian Response Plan (HRP) aimed to assist 10.5 million people with direct assistance and 11.2 million people with improved access to basic services. In an effort to meet ... needs, humanitarian partners provided various types of humanitarian life-saving and life-sustaining assistance and services to a monthly average of 5.5 million people during 2018. Of the 5.5 million people reached on average on a monthly basis, 2.1 million were people living in areas of high severity of need, as measured through the inter-sector severity scale. In 2018, these efforts were funded by international support to Syria with $2.19 billion raised (65 per cent of HRP requirements) by the end of the year – more than any previous year. Thanks to this generous support, humanitarian organisations in Syria continued to deliver a massive humanitarian response to people in need with multiple humanitarian crises unfolding across the country. more

There were several reports of people returning from displacement camps and refugee settlements in Uganda to locations in Central Equatoria, including Lainya, Kajo-keji, Morobo and Yei, as well as reports of movement from Sudan to Bentiu, Unity. However, partners are working to verify these reports; population movements remain difficult to track and patterns hard to discern. About 5.1 million people were estimated to be severely food insecure between January and March 2018, including 20,000 who are facing catastrophic conditions. According to assessments conducted in January in the Baggari area, Wau County, malnutrition has improved compared to the same period last year, with surveys showing GAM rates of about 2.8 per cent in Mboro and 3.6 per cent in Farajallah. Last year, Baggari was among locations which surpassed the WHO emergency threshold of 15 percent of the population malnourished. In January, there were no new reports of cholera cases in South Sudan, marking a continued decline in the outbreak that was declared in June 2016. more
