The coronavirus outbreak that began in late 2019 (COVID-19) has evolved rapidly and globally. On 30 January 2020, the World Health Organization (WHO) declared the outbreak of COVID-19 a Public Healt... more
The COVID-19 pandemic has been a formative experience for all humanity and a health emergency of global proportions, presenting a huge challenge to national leaders, health systems, ... citizens. The findings of a new report by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) shows that it has also been a test to our democracies and the respect for human rights to which countries across the OSCE committed many years ago. more
Context and impact of the crisis A year after the signing of the Revitalized Agreement on the Resolution ... the Conflict in South Sudan (R-ARCSS),1 the ceasefire holds in most parts of the country. Armed conflict between State security forces and opposition armed groups has been contained to a small number of areas in the Equatorias where Government forces continue to clash with non-signatories to the agreement. Many areas are seeing intra- and inter-communal violence, enabled by small-arms proliferation and weak rule of law. This is often driven by resource scarcity in areas that have experienced years of severe food insecurity. more
National-scale databases and reliability issue Background report
This report is jointly released by the Human Rights Division (HRD) of the United Nations Mission in South Sudan (UNMISS) and the Office ... the United Nations High Commissioner for Human Rights (OHCHR) and focuses on the right to freedom of opinion and expression in South Sudan. It covers the period from July 2016 to December 2017 and presents information gathered by HRD on progress and challenges faced by individuals to freely form, hold and express their opinions and views on a wide range of issues, including the political and security situation, peace negotiations, and other developments affecting the country. more
The report offers an analysis of the broader challenges to securing humanitarian action and recommends areas for improvement. This study will contribute to improving the way humanitarians ‘do busi... more
Reducing the humanitarian impact of the use of explosive weapons in populated areas is a key priority for the United Nations, the International Committee ... the Red Cross (ICRC), civil society and an increasing number of Member States. The United Nations Secretary-General has expressly called on parties to conflict to avoid the use in populated areas of explosive weapons with wide-area effects. While the use of explosive weapons in populated areas may in some circumstances be lawful under international humanitarian law (IHL), empirical evidence reveals a foreseeable and often widespread pattern of harm to civilians, particularly from explosive weapons with wide-area effects. Many types of explosive weapons exist and are currently in use. These include air-delivered bombs, artillery projectiles, missiles and rockets, mortar bombs, and improvised explosive devices (IEDs). Some are launched from the air and others are surface launched. Whilst different technical features dictate their accuracy of delivery and explosive effect, these weapons generally create a zone of blast and fragmentation with the potential to kill, injure or damage anyone or anything within that zone. This makes their use in populated areas – such as towns, cities, markets and camps for refugees and displaced persons or other concentrations of civilians – particularly problematic. The problems increase further if the effects of the weapon extend across a wide-area either because of the scale of blast that they produce; their inaccuracy; the use of multiple munitions across an area; or a combination thereof. more

The impact of disasters and crises on agriculture and food security: 2021 Food ... Agriculture Organization of the United Nations more
The COVID-19 pandemic’s immediate costs, measured in lives lost and damaged, have been appalling and continue to rise. In addition, its effects on individuals’ livelihoods ... economies around the world have been deep and are likely to be long lasting. While saving lives was the near-exclusive focus during the first phase of the crisis, governments are now trying to strike a delicate balance between preventing further economic damage by reopening parts of their economies, while managing the obvious health risks of doing so. In the international mobility and migration arenas—policy areas enormously affected by the health and economic effects of the pandemic—this reflection considers both how these fields have fared thus far and the challenges that lay ahead more

The transformation of the humanitarian landscape has already made a significant impact on the operational security of INGOs ... other humanitarian actors. This report serves to inform strategic policy priorities and approaches to security planning and coordination, and addresses three main questions: 1. What are the emerging trends, developments and drivers of change that are likely to affect or change security issues and considerations in the humanitarian environment of the future? 2.
