Since the end of 2018, there has been a significant upsurge in violence in Rakhine State after armed conflict broke out between the Arakan Army (AA) and the Myanmar Military. The violence escalated following attacks by the AA against military sites in January 2019 and subsequent counter-attacks by t...he Myanmar Military. The conflict has led to civilian casualties and the destruction of property that has spread to nine townships of Rakhine State (Buthidaung, Kyauktaw, Maungdaw, Minbya, Mrauk-U, Myebon, Pauktaw, Ponnagyun, Rathedaung) and Paletwa Township in neighboring Chin State. Ann and Kyaukphyu townships have been affected at certain points. The conflict has led to a significant displacement of people, some for extended amounts of time and some for short periods, with people fleeing violence subsequently returning to their homes within a few days or weeks. While fighting has occurred largely in rural areas and remote locations, key transport routes and urban and semi-urban areas have also been impacted. Tens of thousands of civilians living in villages have been caught in the middle of intense armed conflict.

Context and impact of the crisis
A year after the signing of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS),1 the ceasefire holds in most parts of the country. Armed conflict between State security forces and opposition armed groups has been contained to a sma...ll number of areas in the Equatorias where Government forces continue to clash with non-signatories to the agreement. Many areas are seeing intra- and inter-communal violence, enabled by small-arms proliferation and weak rule of law. This is often driven by resource scarcity in areas that have experienced years of severe food insecurity.

his revision to the Disaster Management Team’s (DMT) multi-sector response plan for COVID-19 is meant to align the multi-sector plan with the Department of Health’s COVID-19 Emergency Response Plan issued on 24 April 2020. Additionally, at the time of this version, the Department of Education an...d Department for Community Development and Religion have also issued their own national COVID-19 response and recovery plans.
The Government’s plan maintains a health sector focus and plans for a ‘worst case’ scenario, articulating the process of progressing into containment and subsequently mitigation of community transmission and on to recovery. It presents an opportunity to improve the core capacities of the whole of government, to see where both health and non-health sectors fit in and respond in the immediate and medium terms, and to adapt to the ‘new normal’ that this coronavirus has inevitably presented

It is too early to know the full impact of COVID-19 on Africa. To date the experience has been varied. There are causes for concern, but also reasons for hope. Early estimates were pessimistic regarding the pandemic’s impact on the continent. But the relatively low numbers of COVID-19 cases report...ed thus far have raised hopes that African countries may be spared the worst of the pandemic. While the virus is present in all African countries, most countries have recorded fewer than 1,000 cases.
