The humanitarian situation in the Central African Republic (CAR) has further worsened over the p...ast six months. Election-related violence that broke out in mid-December 2020 has had a devastating effect on civilians. Thousands of people have been forced to flee, human rights violations have surged, hundreds of schools and dozens of hospitals have been forcibly closed and food prices have skyrocketed. This deterioration occurred in an already alarming context, with more than half of the population (2.8 million people) in need of humanitarian assistance and protection and 1.9 million people in acute need. In the past five years, there have never been as many people in humanitarian distress in CAR as today.

The 2019 Humanitarian Response Plan (HRP) sets out the framework within which the ...ttribute-to-highlight medbox">humanitarian community will respond to the large-scale humanitarian and protection needs in Syria throughout 2019, on the basis of the prioritization undertaken across and within sectors. The HRP, based on United Nations’ assessments and analysis, also presents urgent funding requirements to address these needs. It is anchored by three strategic objectives: saving lives and alleviating suffering, enhancing protection, and increasing resilience. These objectives are interlinked and achieving positive outcomes for affected people requires concerted action across all three.

Nearly four years of conflict a...nd severe economic decline are driving the country to the brink of famine and exacerbating needs in all sectors. Infectious diseases like COVID-19 can disrupt the environments in which children grow and develop. Disruptions to families, friendships, daily routines and the wider community can have negative cons...equences for children’s well-being, development and protection. In addition, measures used to prevent and control the spread of COVID-19 can expose children to protection risks. Home-based, facility-based and zonal-based quarantine and isolation measures can all negatively impact children and their families.
The aim of this brief is to support child protection practitioners to better respond to the child protection risks during a COVID-19 pandemic. Part 1 presents the potential child protection risks COVID-19 can pose to children. Part 2 presents programmatic options in line with the 2019 Minimum Standards for Child Protection in Humanitarian Action (CPMS) and the Guidance Note: Protection of Children During Infectious Disease Outbreaks.

This brief focuses specifically on the Grand Nord (Great North): the Beni and Lubero territories of northern North Kivu that are the epicentre of <...span class="attribute-to-highlight medbox">the outbreak. Further participatory enquiry should be undertaken with the affected populations, but given ongoing transmission, conveying key considerations and immediate recommendations have been prioritised.
This brief is based on a rapid review of existing published and grey literature, professional ethnographic research in DRC, personal communication with administrative and health officials and practitioners in the country, and experience of previous Ebola outbreaks.

Many of the figures provided throughout the document are estimates based on sometimes incomplete and partial data sets using the methodologies for collection that were available at the time. The Government of Syria has expressed its reservations over the data sources and methodology of assessments used to inform the 2020 Humanitarian Needs Overview (HNO) as well as on a number of HNO findings reflected in the 2020 HRP. This applies throughout the document.
