States, the United Nations and civil society organisations continue to raise concerns about the humanitarian impact caused by the use ... explosive weapons in populated areas (EWIPA). This issue is currently being examined from political, legal, socio-economic and humanitarian perspectives. The GICHD has undertaken research to provide a technical perspective on the destructive effects of selected explosive weapons to inform the international debate. The research project attempts to reduce an observed knowledge gap regarding EWIPA. It seeks to provide clarity concerning the immediate physical effects and terminology used when discussing explosive weapons. The project is guided by a group of experts dealing with weapons-related research and practitioners who address the implications of explosive weapons in humanitarian, policy, advocacy and legal fields. more

Proper and dignified management of the dead in disasters is one of the three key pillars ... humanitarian response and a fundamental factor in facilitating identification of the deceased and helping families discover the fate of their loved ones. This second and updated edition of this hugely successful manual provides practical and easy-to-follow guidelines on the recovery, documentation and storage of the remains of individuals who have died in disasters, helping first responders ensure that the dead are treated with respect and that information crucial for their subsequent identification is recorded. This revised edition incorporates experience gained in recent catastrophes, such as the 2013 Typhoon Haiyan in the Philippines, the 2014/15 Ebola epidemic in West Africa and the 2015 earthquake in Nepal. more

Targeting in Complex Emergencies - South Sudan Country Case Study

Maxwell, D. & Burns, J. Feinstein International Center, Tufts University; WFP (2008)
This research is one case in a study commissioned by the World Food Programme to investigate the participation of recipient community in ... targeting and management of humanitarian food assistance in complex emergencies. The study involved a substantial desk review of existing documentation, and three weeks of field work in February and March 2008. The purpose of the study was to understand the ways in which participatory or community-based approaches to targeting have been attempted, within the definition of community-based targeting suggested by WFP. The study was not an evaluation of targeting methods, although some critical examination of targeting was necessary in order to understand the constraints on community participation. Frameworks for Victim Assistance: Monitor key findings and observations

International Campaign to Ban Landmines (2013) C3
For close to 15 years, the Monitor has tracked the impact of victim assistance on ... lives of victims of landmines, cluster munitions, and other explosive remnants of war (hereafter “mine/ERW victims”). Over this time, the international community has strengthened its resolve to promote the rights and address the needs of victims through programs and services that are accessible and adequate in quantity, quality, availability, and consistent with the high standards set by human rights as well as other international humanitarian law. more
This guide has been produced by the International Network on Explosive Weapons (INEW) to introduce the humanitarian advocacy agenda on ... use of explosive weapons in populated areas and to provide ideas for actions at the national level. It is aimed primarily at NGOs and campaigners working on humanitarian issues and issues related to weapons and protection of civilians. more
Hands-on information and practical advice for everyday life and work in the field as well as background information on crisis management structures in international organizations lie at ... heart of the new handbook. It has been developed in the realm of Europe’s New Training Initiative for Civilian Crisis Management (ENTRi) by the project coordination team at ZIF. The handbook is designed to accompany civilian experts on their way to crisis management missions. In addition to providing a general overview of the institutional landscape of crisis management as well as relevant concepts, the handbook also provides practical information on a variety of issues that are common to working in a mission. From dealing with health and security challenges to technical information on radio operation, map reading, four-wheel driving – the ENTRi handbook is a valuable companion for work in a mission. more

Rehabilitation needs can persist far beyond the departure of EMTs; therefore, close, supportive collaboration must be established with local services. Development (USAID) has developed the Wheelchair Service Training Package – Intermediate Level (WSTP-I). WSTP-I is the second part of the WHO wheelchair service training package series and focusses more on addressing the needs of people who have severe difficulties in walking and moving around and also having poor postural control . While developing this training package, special attention was given on the provision of appropriate wheelchairs for children who have poor postural control and are unable to sit upright independently. Purpose of the training The need for wheelchair personnel is universal. WSTP-I is designed to support the training of personnel or volunteers to provide an appropriate manual wheelchair and cushion for children and adults who need additional postural support to sit upright. The main purpose of this training package is to: increase the number of wheelchair users who receive a wheelchair which meets their needs; increase the number of personnel trained in intermediate level wheelchair service delivery; improve the competencies of wheelchair service delivery personnel; increase the quality of wheelchair service delivery for people who need a comparatively higher level of intervention than basic level; include this training package in regular paramedical/rehabilitation training programmes; achieve greater integration of wheelchair service delivery within rehabilitation services. more
