The goal of this assessment is to determine how far USAID/Senegal’s HIV/AIDS and TB programs have achieved their specific objectives with regard to identifying potential leads for improvement that are likely to make it easier to reach the planned ...results. After responding to the issues developed in various themes of the assessment, the results are placed in context and specific conclusions to each component are provided. The assessment also identifies the lessons learned from USAID/Senegal’s HIV/AIDS and TB programs and provides recommendations for future intervention.

The Abuja declaration identifies that the prevention and control of HIV/AIDS, tuberculosis and related infectious diseases must come with additional financial resources. Therefore, African governments agreed on setting the target of allocating at l...east 15 per cent of each country’s annual budget to the improvement of the health sector. Moreover, the declaration demands donor countries to assist by fulfilling the target of delivering official development assistance (ODA) in the amount of 0.7 per cent of gross national product (GNP).

This strategic framework marries formerly separate mandates for HIV and TB management in to one, comprehensive collaboration. It provides a structure for how to: strengthen the health care system to respond effectively to both epidemics, reduce the ...burden of HIV/AIDS in TB patients, and establish a monitoring and evaluation system for the collaborative activities. Activities include: improving TB infection control in health care and other settings, enhancing TB/HIV diagnostic capacity, and harmonize data collection tools and local, national and international TB/HIV indicators.
