The new five-year agenda of WHO in Africa, The Africa Health Transformation Programme, 2015–2020: a vision ... universal health coverage, is the strategic framework that will guide WHO’s contribution to the emerging sustainable development platform in Africa. It articulates a vision for health and development that aims to address the unacceptable inequalities and inequities that have kept our region lagging far behind others in terms of health indices and enjoyment of the highest attainable standard of life. more
The use of explosive weapons, such as bombs, rockets, and mortar and artillery shells, in cities, towns and villages and in other populated areas has devastating ... consequences. Explosive weapons act mainly through the projection of blast and fragmentation within an area. Their use, in populated areas, causes severe suffering to civilians, both in terms of death and serious injury resulting directly from the explosion, and in terms of damage to property and public infrastructure, which can indirectly affect civilian well-being and survival, sometimes for many years after a conflict has ended. Explosive weapons also leave behind explosive remnants that pose a threat to populations until those remnants are removed. [...] The study finds that the regulation of explosive weapons under international law and policy is fragmentary and incoherent. more

This report used the results of the Tracker’s first two years to examine the general trends ... conflict in North and South Kivu, the main factors contributing to the violence, and the broader challenges for peacekeeping efforts. more
The first section highlights knowledge and questions regarding security incidents, trends, and causes of violence, including around causes and motives for... attacks, and tensions between individual and collective responses. The next section then explores the role of the humanitarian principles, and the perceptions of humanitarian actors, in affecting their security in the field. Building on this, the final section examines the protection of humanitarian action under international law, and the impunity gap resulting from effective implementation or enforcement of the law. more
Proper and dignified management of the dead in disasters is one of the three key pillars ... humanitarian response and a fundamental factor in facilitating identification of the deceased and helping families discover the fate of their loved ones. This second and updated edition of this hugely successful manual provides practical and easy-to-follow guidelines on the recovery, documentation and storage of the remains of individuals who have died in disasters, helping first responders ensure that the dead are treated with respect and that information crucial for their subsequent identification is recorded. This revised edition incorporates experience gained in recent catastrophes, such as the 2013 Typhoon Haiyan in the Philippines, the 2014/15 Ebola epidemic in West Africa and the 2015 earthquake in Nepal. more
The audit was undertaken in order to ascertain whether allocations and donations received directly by the Government of Sierra Leone, in ... fight against the Ebola Virus Disease were utilised with due regard to economy and efficiency and that internal controls were observed accordingly. The audit found that more than US$ 10 million in spending was inadequately documented and US$ 6 million may have been diverted to non-existent or “ghost” workers. The Quote: “It makes one wonder how a serious humanitarian crisis was used as money-making machine,” said Ibrahim Tommy, coordinator for Sierra Leone’s Centre for Accountability and Rule of Law more

Good governance for prison health in 21st century

World Health Organization (Europe); UNODC (United Nations Office on Drugs and Crime) (2013) C_WHO
A policy brief on the organization of prison health
This brief summarises key considerations about the social, political and economic context of Goma in relation to the outbreak ... Ebola in the DRC as of March 2019. Goma is the administrative capital of North Kivu province and a major urban centre in the Great Lakes Region. The city is home to an estimated 1.5 million people and serves as an important economic and transportation hub that links eastern Congo to the broader East African sub-region. The arrival of Ebola in Goma would substantially increase the at-risk population and heighten the potential for cross-border transmission to neighbouring countries, particularly Rwanda. This brief therefore focuses on local social and political structures that can be leveraged to promote preparedness and readiness actions. more
The Government of Republic of Zambia reported the first confirmed cases ... COVID-19 on 18th March 2020. As of April 27th, 2020, there were 89 confirmed cases, three deaths and 42 recoveries. Confirmed cases are located in three provinces: Lusaka (83 cases), Copperbelt province (5 cases) and Central (1 case). Zambia introduced a series of measures including closure of three international airports, closure of all schools, movement restrictions and closure of non-essential services such as restaurant, bar, gym and public gatherings to curb the transmission rate. more
Humanitarian NGOs have made increased use of Private Security Providers (PSPs) over the last decade. There is a gap between ... ways that NGOs actually use PSPs and the regulation of this engagement. These guidelines aim to assist humanitarian NGOs in reaching an informed decision about when, how and under what conditions to seek PSP services. The guidelines are aimed at operational managers of NGOs, from headquarter to field level. The guidelines do not only cover armed guarding or armed protection, but can be applied to the wide range of services provided by PSPs. Document also available in French. more
Reflections and a call for action after a two-year exploration of emergency response in acute conflicts
There is general consensus that the ... sector is failing to mount timely and adequate responses in the acute phase of conflict-related emergencies, according to the two-year Emergency Gap Project by Médecins Sans Frontières (MSF).
The Project has explored what works for or against effective emergency responses. Its final report, Bridging the emergency gap, draws on the Project’s thematic papers and case studies, and consultations with more than 150 senior-level representatives from 60 key organisations across the humanitarian sector. more
