Die Mitglieder der Kommission sind unabhängig und unparteiisch. Sie werden aufgrund ihrer moralischen Autorität und ihres anerkannten Sachverstands in Fragen von Rassismus, Fremdenfeindlichkeit, Antisemitismus und Intoleranz ernannt. Im Rahmen ihres satzungsmässigen Auftragserstellt ECRI für jedes Land Länderberichte, in denen die Situation in Bezug auf Rassismus und Intoleranz in jedem Mitgliedstaat des Europarates analysiert und Vorschläge zur Loesung der aufgezeigten Probleme unterbreitet werden.
