For practitioners in humanitarian and development contexts
This Training Manual is developed based on the Child Protection Working Group Interagency Guidelines for Case Management. The Facilitator’s Guide provides guidance on the key steps to take before, during and after training, including customizing the training to different contexts and audiences.
The Humanitarian Pandemic Preparedness (H2P) Initiative and its many partners have developed ready-to-use training curricula for district- and community-level leaders, and community volunteers and workers in order to minimize morbidity and mortality in the event of an influenza pandemic. The time t...o put these tools into action is now.
The curriculum has separate tracks for district/community leaders and for first responders (community volunteers and workers) at the community level.

The National Strategy for Natural Disaster, Prevention, Response and Mitigation to 2020, which outlines Vietnam’s main disaster risk management objectives and the National Target Program (NTP) form the overarching policy framework for disaster risk management and climate change adaption activities.... The CCFSC’s main mandate is to translate this strategy into action. Other decrees and laws are also complementary. The Government of Vietnam has prioritized disaster preparedness, recognizing that the most cost-effective measures to mitigate flood related disasters are often non-structural. These measures include flood mapping, river flood warning systems, television-based disaster information and warning systems, training at all government and grassroots levels on disaster preparedness, and reforestation of certain areas. Land use and development have also been addressed through government regulations.

Cambodia drafted and adopted the National Action Plan for Disaster Risk Reduction 2014-2018 in 2014. This plan finalized the required policies and legal processes to strengthen DRM in Cambodia. It also focused on capacity building at national and sub-national levels and provided dedicated resources ...for strengthening the NCDM and the Sub-National Committees for Disaster Management. Cambodia’s legislature then passed the Law on Disaster Management in June 2015. This legal framework for disaster management assigns legally binding roles and responsibilities, establishes institutions, and assists with the allocation of resources and coordination. NCDM is Cambodia’s lead government agency for emergency preparedness and relief. The NCDM provides the overall leadership of the Plan of Action for Disaster Risk Reduction (DRR) coordination in Cambodia. Cambodia has adopted the Cambodia Red Cross (CRC) as the primary partner for relief operations.

In April and May 2015, Nepal was hit by two major earthquakes killing around 9,000 people and leaving many thousands more injured and homeless.
To optimize the speed and volume of critical humanitarian assistance, the HCT has developed this Plan to:
1. Reach a common understanding of earth...quake risk to ensure early action is taken when required.
2. Establish a minimum level of earthquake preparedness across clusters.
3. Build the basis for a joint HCT response strategy to meet the needs of affected people in the first 6 weeks to 3 months of a response.
4. Define considerations for detailed contingency planning on the basis of the worst-case scenario, especially around access and logistics.

Reflections and a call for action after a two-year exploration of emergency response in acute conflicts
There is general consensus that the humanitarian sector is failing to mount timely and adequate responses in the acute phase of conflict-related emergencies, according to the two-year Emergen...cy Gap Project by Médecins Sans Frontières (MSF).
The Project has explored what works for or against effective emergency responses. Its final report, Bridging the emergency gap, draws on the Project’s thematic papers and case studies, and consultations with more than 150 senior-level representatives from 60 key organisations across the humanitarian sector.

This gender analysis was conducted to understand the different risks and vulnerabilities but also opportunities and skills for Rohingya and host community women, men, boys and girls. Data collection was conducted over three weeks from 8 April to 29 April 2018. The work aimed to identify the differen...t needs, concerns, risks and vulnerabilities of women, girls, boys and men in both Rohingya refugee communities and host communities in the Cox’s Bazar district of Bangladesh. The analysis shows various gaps in the humanitarian response for both communities, especially in terms of accountability, communication with affected communities and disaster preparedness, but also in equitable access to services, in particular for women and girls, and especially for the Rohingya community. The key findings are presented below, along with recommendations for action.

Enfermedades infecciosas como el COVID-19 pueden alterar los entornos donde niños, niñas y adolescentes crecen y se desarrollan. Cambios que desestabilizan a la familia, las amistades, la rutina diaria y la comunidad en general o pueden tener consecuencias negativas en el bienestar, el desarrollo ...y la protección de la niñez y adolescencia. Además, las mismas medidas emprendidas para prevenir y controlar la transmisión del COVID-19 pueden conllevar riesgos de protección en niños, niñas y adolescentes. Las medidas de cuarentena y aislamiento en el hogar, las instalaciones o zonas concretas pueden afectar negativamente a los niños, las niñas y sus familias.
Este documento aspira a brindar apoyo a los profesionales de la protección de la niñez y adolescencia para que puedan responder de manera más eficiente a los riesgos de protección durante la pandemia del COVID-19. En la 1ª Parte se presentan los posibles riesgos en materia de protección de la niñez y adolescencia que puede generar el COVID-19, mientras que en la 2ª Parte se ofrecen opciones programáticas que se adhieren a las normas mínimas para la protección de la niñez y adolescencia en la acción humanitaria (NMPI o CPMS, por sus siglas en inglés) de 2019 y la nota orientativa sobre la protección de la niñez y adolescencia durante brotes de enfermedades infecciosas (enlaces en inglés).

Les maladies infectieuses comme le COVID-19 peuvent perturber l’environnement dans lequel les enfants grandissent et se développent. Les bouleversements qui affectent les familles, les relations avec les amis, les routines quotidiennes et l’ensemble de la communauté peuvent avoir des répercus...sions négatives sur le bien-être, le développement et la protection des enfants. En outre, les mesures appliquées pour prévenir et contrôler la propagation du COVID-19 peuvent exposer les enfants à des risques pour leur protection. Les mesures de quarantaine et d’isolement au domicile ainsi que dans des installations ou des zones spécifiques peuvent affecter de façon négative les enfants et leur famille.
L’objectif du présent document est d’aider les professionnels de la protection de l’enfance à mieux faire face aux risques dans ce domaine lors d’une pandémie de COVID-19. La première partie présente les risques potentiels pour la protection de l’enfance auxquels le COVID-19 peut exposer les enfants. La seconde partie décrit des options programmatiques conformes à l’édition 2019 des Standards minimum de protection de l’enfance dans l’action humanitaire (SMPE) et à la Note d’information : Protection des enfants lors d’épidémies de maladies infectieuses (en anglais).

This short guide is designed to assist development and humanitarian agencies to think through how risk communication and community engagement activity related to Covid-19 can be carried out without face-to-face interaction with communities. By using remote methods, agencies will be able to safeguard... the health of their own and their partners’ staff and volunteers, while still ensuring that communities receive accurate, up-to-date information as well as having access to communication channels which allow them to provide feedback and share their concerns and worries.
