The transformation of the humanitarian landscape has already made a significant impact on ... operational security of INGOs and other humanitarian actors. This report serves to inform strategic policy priorities and approaches to security planning and coordination, and addresses three main questions: 1. What are the emerging trends, developments and drivers of change that are likely to affect or change security issues and considerations in the humanitarian environment of the future? 2. How will the humanitarian sector need to adapt in order to continue to deliver programmes within this changing operational context? 3. How prepared are organisations for this future, and what might they need to do differently in order to be prepared? more

The war in Ukraine has had devasting impact on women and girls worldwide, widening gender gaps and increasing rates of food insecurity, malnutrition and energy poverty. This brief reviews ... available evidence of that impact, recommending urgent attention to its consequences for women and girls. There has been no systematic comparison of how the policy response to past infectious disease outbreaks and epidemics was funded. This study aims to collate and analyse funding ... the Ebola epidemic and Zika outbreak between 2014 and 2019 in order to understand the shortcomings in funding reporting and suggest improvements. Methods: Data were collected via a literature review and analysis of financial reporting databases, including both amounts donated and received. Funding information from three financial databases was analysed: Institute of Health Metrics and Evaluation’s Development Assistance for Health database, the Georgetown Infectious Disease Atlas and the United Nations Financial Tracking Service. A systematic literature search strategy was devised and applied to seven databases: MEDLINE, EMBASE, HMIC, Global Health, Scopus, Web of Science and EconLit. Funding information was extracted from articles meeting the eligibility criteria and measures were taken to avoid double counting. Funding was collated, then amounts and purposes were compared within, and between, data sources. more

The report offers 20 top recommendations for getting ahead of future outbreaks in Yemen and similarly complex ... settings. In 2015, Yemen was declared a Level 3 emergency by the UN, kicking into gear the highest level of humanitarian support. A massive cholera outbreak followed, leading to 1 million suspected cases in 2 waves from September 2016-July 2018. “We largely know ‘what to do’ to control cholera, but context-specific practices on ‘how to do it’ in order to surmount challenges to coordination, logistics, insecurity, access and politics remain needed,” the report states. While the response improved between the 2 waves, there were gaps. For one, Yemen’s history of cholera should have triggered a heavy focus on pre-planning for an epidemic, such as stockpiling supplies and doubling down on community-based surveillance, the report fou more
In 2018, the Food and Agriculture Organization of the United ... (FAO) in South Sudan must respond to the highest levels of food insecurity ever recorded in the country. To address this challenge, FAO revised its multiyear Emergency Livelihood Response Programme (ELRP) to enable rapid food production among the most vulnerable communities, protect their livelihoods and reduce dependency on humanitarian aid while building their resilience. more
In view of the ongoing political, peace and reconciliation, administrative and economic reforms as well as plans to establish the ... Nations Development Assistance Framework (UNDAF) in 2018, WFP extended the current Protracted Relief and Recovery Operation (PRRO 200299), launched in January 2013, by two years to include 2016 and 2017, with approved budget USD 343 million. To echo this extension and provide a more appropriate response to the country's rapid and multi-pronged transition, WFP adopted a transition strategy with gradually reduced emphasis on humanitarian assistance and greater focus on early recovery and development interventions. WFP's strategic engagement in-country was driven by the overarching goal to assist Myanmar to achieve the national Zero Hunger Challenge by 2025, and was guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets. more
Hands-on information and practical advice for everyday life and work in the field as well as background information on crisis management structures in international organizations lie at ... heart of the new handbook. It has been developed in the realm of Europe’s New Training Initiative for Civilian Crisis Management (ENTRi) by the project coordination team at ZIF. The handbook is designed to accompany civilian experts on their way to crisis management missions. In addition to providing a general overview of the institutional landscape of crisis management as well as relevant concepts, the handbook also provides practical information on a variety of issues that are common to working in a mission. From dealing with health and security challenges to technical information on radio operation, map reading, four-wheel driving – the ENTRi handbook is a valuable companion for work in a mission. more
