National strategy on the management of disaster and climate induced internal displacement (NSMDCIID)
This strategy has been developed with a view to managing climate-induced internal displacement (CIID) in a comprehensive and rights-based manner. It is part of the action plan for the Government of Bangladesh (GoB) to implement the Sendai Framework.
The strategy focuses solely on internal disp ... lacements caused by climate-related disasters and not cross-border displacement issues. It aims to chalk out a comprehensive strategy covering all three phases of displacements: (i) pre-displacement; (ii) displacement phase; and (iii) post-displacement. These policy developments, however, have had uneven results. Policies must reflect the desire, determination, and commitment of policy-makers to take mental health seriously and look after people’s mental health needs. This paper describes the development of mental health policies in Latin American countries, focusing on published data in peer-reviewed journals, and legislative change and its implementation. It presents a brief history of mental health policy developments, and analyzes the basis and practicalities of current practice.

The focus of this operational guidance is on refugees and asylum seekers, but it may apply to other persons of concern within UNHCR operations such as stateless persons, internally displaced persons and returnees. The guidance is meant for operations in both camp and non-camp settings, and in both rural and urban settings in low and middle-income countries with a UNHCR presence.
The guidance should be adapted according to different contexts. A standardized format for programme implementation cannot be offered because this depends to a large extent on existing national capacities and local opportunities.
