Millennium Development Goal 8E aims for affordable access to essential medicines. Essential medicines, as defined by WHO, are those that “satisfy the health-care needs of the majority of the population” and that should therefore “be available at all times in adequate amounts”. However, there... is a category of medicines that faces a unique challenge in terms of availability. These are the medicines governed by the international conventions on narcotic and psychotropic substances. “Controlled medicines” is the common definition for pharmaceuticals whose active principles are listed under the 1961 United Nations Single Convention on Narcotic Drugs as amended by the 1972 Protocol, such as morphine and methadone; the 1971 United Nations Convention on Psychotropic Substances, such as diazepam and buprenorphine; and the 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, such as ergometrine and ephedrine. The conventions list substances in “Schedules” according to their different levels of potential for abuse and harm, and the commensurate severity of control measures to be applied by countries.

This research is one case in a study commissioned by the World Food Programme to investigate the participation of recipient community in the targeting and management of humanitarian food assistance in complex emergencies. The study involved a substantial desk review of existing documentation, and th...ree weeks of field work in February and March 2008. The purpose of the study was to understand the ways in which participatory or community-based approaches to targeting have been attempted, within the definition of community-based targeting suggested by WFP. The study was not an evaluation of targeting methods, although some critical examination of targeting was necessary in order to understand the constraints on community participation.

With the growing obesity crisis among children, WHO and other public health advocates and consumer groups have called for restrictions on advertising of ‘unhealthy foods’ high in salt, ...sugar and fat to children. Each day, children in the South East Asia Region are exposed to large volume of marketing of unhealthy foods that may influence children’s food preferences and consumption patterns and is associated with childhood overweight and obesity.
The definition of ‘unhealthy’ is debatable, and therefore, an objective method of describing foods as healthy or unhealthy is needed. A nutrient profile model does just that and therefore, a nutrition profile model for South East Asia was developed. The model is consistent with international guidance for preventing chronic disease and is a simple system with clear cut-offs for defining which foods are not suitable for advertising to children.

The United Nations (UN) adopted a new international legal instrument in November 2000, the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children, supplementing the UN Convention against Transnational Organized Crime. This contained a new definition of traf...ficking in persons and more particularly defined what was to be understood by child trafficking. The issue of human trafficking in general, and trafficking in children in particular, was highly relevant during the subsequent decade and anti-trafficking projects and initiatives attracted a great deal of funding. The guidelines are to be used to guide the management of adults with lower respiratory tract infection (LRTI). As will be seen in the following text, this diagnosis, and the other clinical syndromes within this grouping, can be difficult to make accurately. In the absence of agreed definitions of th...ese syndromes these guidelines are to be used when, in the opinion of a clinician, an LRTI syndrome is present. The following are put forward as def-initions to guide the clinician, but it will be seen in the ensuingtext that some of these labels will always be inaccurate. These definitions are pragmatic and based on a synthesis of available studies. They are primarily meant to be simple to apply in clinical practice, and this might be at the expense of scientific accuracy. These definitions are not mutually exclusive, with lower respiratory tract infection being an umbrella term that includes all others, which can also be used for cases that cannot be classified into one of the other groups. No new evidence has been identified that would lead to a change in the clinical definitions,which are therefore unchanged from the 2005 publication.
