The International Rescue Committee (IRC) and the United Nations Children’s Fund (UNICEF) have newly developed "Caring for Child Survivors of Sexual Abuse Guidelines" for health and psychosocial providers ...>in humanitarian settings - “CCS Guidelines”. The CCS Guidelines are based on global research and evidence-based field practice, and bring a much-needed fresh and practical approach to helping child survivors, and their families, recover and heal from the oftentimes devastating impacts of sexual abuse. The guidelines walk the reader through the core knowledge, attitude and skill competencies required for service providers to effectively care for children and families affected by sexual abuse. In addition, the guidelines outline how to provide case management and basic psychosocial care for child survivors, as well as best practices for coordinating care.

In many humanitarian emergencies, there is a serious lack of access to even the most basic materials needed for managing the blood in addition to ...a lack of appropriate sanitation facilities (including water), which are critical for addressing menstrual hygiene. Privacy in emergencies is often scarce, and even if toilets are available they often lack locks, functioning doors, lighting and separation between genders. Infectious diseases like COVID-19 can disrupt the environments in which children grow and develop. Disruptions to families, friendships, daily routines and the wider community can have negative cons...equences for children’s well-being, development and protection. In addition, measures used to prevent and control the spread of COVID-19 can expose children to protection risks. Home-based, facility-based and zonal-based quarantine and isolation measures can all negatively impact children and their families.
The aim of this brief is to support child protection practitioners to better respond to the child protection risks during a COVID-19 pandemic. Part 1 presents the potential child protection risks COVID-19 can pose to children. Part 2 presents programmatic options in line with the 2019 Minimum Standards for Child Protection in Humanitarian Action (CPMS) and the Guidance Note: Protection of Children During Infectious Disease Outbreaks.

The education sector forms an important part of the child protection response in refugee settings, and UNHCR’s Education Strategy (2012-16) reflects a focus on refugee education as a core component of UNHCR’s protection mandate. The right to edu...cation for all children also forms part of the United Nations Convention on the Rights of the Child. UNHCR’s Education Strategy promotes the importance of schools as safe learning environments, emphasises improving access to quality education for refugee children and maximises the protective benefits of participation in school. It advocates for the integration of refugee children into national education systems.

Despite the increasing population of refugees stuck in protracted situations and our awareness of the vulnerability of children and adolescents growing in... up these contexts, relatively little is known about community based child protection mechanisms (CBCPMs) in refugee communities. CBCPMs, defined broadly, include all groups or networks that respond to and prevent problems of child protection and vulnerable children. These mechanisms may include family supports, peer group supports, and community groups such as primary and secondary schools, non-formal education and vocational training structures, women’s groups, religious groups, and youth groups, as well as traditional community processes, government mechanisms, and mechanisms initiated by international or domestic non-governmental organisations (NGOs). In diverse contexts, CBCPMs represent front-line, day-to-day efforts to protect children from exploitation, abuse, violence, and neglect and to promote children’s well being. This study, together with a parallel study conducted among the urban refugee population in Uganda, is the first study of CBCPMs undertaken in refugee settings.

It is widely understood that the food insecurity crisis in the Sahel and the Horn of Africa is one of the world’s fastest growing and most neglected crises. It lacks sufficient global focus, resou...rces and urgency. As in so many crises, women and girls are disproportionately affected and shoulder the consequences of protracted neglect, with unconscionable impacts on their safety, life chances and agency.
Gaining a holistic view of the gendered drivers, risks and impacts of food insecurity in the Sahel and the Horn of Africa is difficult. This is due to a lack of data and prioritization, and the large geographical and socioeconomic terrain covered by both regions. However, what we do know about this crisis is more than enough to urgently address the needs of women and girls.
An OCHA discussion paper on this topic (which will be published imminently, and from which this policy brief is drawn) found that there is:
A strong risk of profound regression in gender equality gains made to date in the countries of concern, including on education, sexual and reproductive health, and the economic independence of women and girls (with knock-on effects on broader humanitarian and development outcomes).
An increasing challenge to reverse what must be recognized as a protracted and growing gender-based violence (GBV) emergency in the Sahel and the Horn of Africa.
The food insecurity crisis in the Sahel and the Horn of Africa is protracted, multidimensional and highly gendered, with spiralling impacts on gender equality and food security outcomes. It is driven by interwoven and overlapping factors, including climate change, political instability, conflict, socioeconomic conditions, migration and displacement and, more recently, COVID-19 and the war in Ukraine. Interlinked with these factors are gendered structural drivers of food insecurity, including deeply entrenched gender inequalities and harmful social norms. Gendered risks and impacts of food insecurity include alarming limitations on access to education, sexual and reproductive health rights, women’s agency and participation, and dramatic increases in different existing forms of GBV and the emergence of new ones. Recognition of such gendered dimensions of food insecurity and of the need for a multisectoral approach in the response is key to addressing the crisis, along-side sustained commitment and adequate allocation of resources. This policy brief draws out key findings from the OCHA discussion paper on this topic, which includes a desk review of studies, assessments and reports, and interviews with local women’s organizations on the front lines of the food insecurity crisis in communities across both regions.

A full-scale military attack (invasion) of Ukraine was started by Russia in the night of February 23/24, 2022. Cities, towns and other targets in all regions of Ukraine have been shelled or attacked... with rockets, and columns of military vehicles have been invaded the country from three directions (north, east and south). Fighting continues across all regions with Russian forces capturing cities along the south coast but facing tougher resistance in the northern parts of the country. Residential areas in cities such as Kharkiv, Kyiv and Mykolaiv have been shelled and destroyed, with many lives have been lost. Ongoing negotiations between the governments of Ukraine and Russia have yielded no results in bringing a ceasefire or end to the conflict.

The Monitoring Report, which covers the first two months of the response from 25 August to 31 October, highlights the work of the Government of Bangladesh, in cooperation with humanitarian partners ...who are working to provide relief services for the refugee population and Bangladeshi host communities. Of the 1.2 million people in need, around half have been reached with assistance. The Report also explains the challenges and gaps that remain. The risk of disease outbreak is high, and the impact of a cyclone or heavy rain would be massive. There is not enough land to provide adequate living conditions for the more than 830,000 refugees that now crowd Cox’s Bazar.

Access of conflict-affected populations to services and delivery of humanitarian assistance has been further constrained by restrictions imposed on movement of both people and goods.

As the conflict in South Sudan enters its fifth year in 2018, the humanitarian crisis has continued to intensify and expand, on a costly trajectory for the country’s people and their outlook on the future. The compounding effects of widespread violence and sustained economic decline have further diminished the capacity of people to face threats to their health, safety and livelihoods. People in need of assistance and protection number 7 million, even as more than 2 million have fled to neighbouring countries.
