This working paper is a case study on South Sudan as an important refugee country of origin. The case study looks at issues of forced displacement in South Sudan ... underscores the linkages between internally displaced persons and South Sudanese refugees. The case study highlights the importance of understanding local contexts and root drivers of conflict and displacement. It reviews evaluations of programmes in South Sudan, including past efforts at state building and refugee resettlement to look at learning within the international community. The study was undertaken as part of a wider research project on learning from evaluations to improve responses to situations of forced displacement . more
The Central African Republic has experienced repeated sociopolitical crises since the tragic death of its founder, Barthélémy Boganda, the year before the county’s independence. Today there is a general tendency by foreign observers ... analysts who are not conversant with the history of this country, to simply ignore or minimize this aspect of the political background of the CAR. This has resulted in poor understanding of the diachronic and holistic causes of the identity crises, and of the recurrent cycles of violence this country has been experiencing through the years. more

EVALUATION REPORT | The purpose of the evaluation is to strengthen child protection programming in the context of emergencies by assessing UNICEF’s performance ... drawing lessons and recommendations that will influence ongoing and future programmes, in both preparedness and response. Apart from global and regional interviews and desk reviews, the evaluation is grounded in a solid base of evidence from four indepth case studies of recent emergency responses, in Colombia, Democratic Republic of the Congo, Pakistan and South Sudan, as well as extensive research covering eight additional countries. more

The Democratic Republic of Timor-Leste has the highest TB incidence rate in the South East Asian Region - 498 per 100,000, which is the seventh highest in the world. In Timor-Leste TB is the eighth most common cause ... death. The salient observations are as follows: In 2018, 487 (12.5%) of the 3906 notified TB patients were tested for RR-TB and only 12 lab confirmed RR-TB patients were initiated on standard MDR-TB treatment of 20-months duration, (a 3-fold increase in RR-TB detection compared with 2017). This amounts to treatment coverage of only 17% of 72 estimated MDR/RR-TB among notified TB patients (3906) and 5% of 240 estimated incident MDR-TB patients as compared to 62% treatment coverage of 6300 incident drug sensitive TB patients estimated in TLS. The treatment success in the 2016 annual cohort of 6 MDR-TB patients has been reported at 83%. 80% of TB patients know their HIV Status with around 1% TB-HIV co-infection, 37/ 77 (48%) TB-HIV Co-infection Detected. Of the 387 PLHIV currently alive on ART, exact status on TB screening and testing is unknown. % of PLHIV newly enrolled in HIV care who received IPT is not known. In 2018, the mortality rate for TB was 94 deaths per 100,000 people (1200 per annum) in TL with an increasing mortality trend (Figure 1), despite TB services being available for nearly two decades. A survey of catastrophic costs due to TB (2016) highlights that 83% of TB patients are reported to be facing catastrophic costs due to the disease. This is the highest rate in the world. more
‘Psychosocial Support of Children in Emergencies’ is a reference document for humanitarian workers who want to increase their understanding of the experiences ... children in emergency situations and how to support them in mitigating the negative effects of these experiences and how to prevent further harm. While the book is not designed to be a day-to-day programming tool, it outlines UNICEF’s orientation to the psychosocial principles integral to any work with children and provides a number of examples from field work of how these principles can be turned into concrete actions. more
