The checklist tool described in this handbook is intended for EU/EEA public health authorities who need to assess the capacity for communicable disease prevention and control at migrant reception/detention centres hosting migrants for weeks/months (medium-term) in order to identify gaps and set prio...rities for development.
Using this tool, the aim is to monitor and support capacity development to prevent the onset and improve the management of communicable disease outbreaks at medium-term migration reception/detention centres, both on a day-to-day basis and in the event of a sudden influx of migrants.

many factors including limited access and/or utilization of healthcare and COVID-19 testing, limited
surveillance, lack of knowledge amongst the population about when to seek testing, an asymptomatic pres...entation, and other unknown issues. This is true in all countries of the world, and not Africa specific, however there are factors unique to Africa which may also affect the way the virus behaves there. COVID-19 prevalence data are critical for planning effective mitigation strategies and understandingthe true impact of the disease and relevant intervention measures in Africa, which might be quite different from regions with a different population age distribution or risk factor profile.

Caregivers provide invaluable service and support to patients in health facilities. In many health systems, caregivers (often members of the patient’s family or friends) are responsible for providing basic care for a patient, including providing food and drinks, cleaning clothes and bed linen, as ...well as supporting basic activities for daily living, such as washing or using the toilet. Small children and infants who are dependent on caregivers for performing essential daily activities require similar assistance while being treated in a health care facility. The Africa Centres for Disease Control and Prevention (Africa CDC) was established in 2017, after the west Africa Ebola virus disease outbreak. Upon creation, the
role of Africa CDC was to mandate strengthening of the capacity of public health institutions in Africa to prevent, detect, and respond ...to disease threats, based on science, policy, and data-driven interventions and programmes, as envisaged by the Abuja Declaration. The inaugural strategic plan was focused on building health systems for emergency preparedness and response. However, from its inception, the organisation recognised the concomitant need to comprehensively strengthen systems to prevent and manage noncommunicable diseases (NCDs) and injuries, and to face the neglected issue of mental health disorders. The division dedicated to these issues was conceptualised, but operationalisation was deferred to a future date.
