The aim of this paper is to help bring voluntary standards into the toolbox of disaster risk reduction, including both by encouraging their use by business and by enhancing their role in legislation and ...regulatory practice.
- Authorities can build awareness for standards in Disaster Risk Reduction (DRR), by facilitating access to relevant standards, encouraging education on DRR-related standards and involving the standardization community.
- Standards need to be sustained by a powerful infrastructure that allows for reliable inspections, audits and precise measurements to be conducted by skilled professionals.
- Risk management best practice needs to embed, as emdodies in standards, more fully in regulatory frameworks in sectors that are relevant.more
This resource aims to provide relevant and practical guidance to DRR practitioners (policy and programme colleagues), on how to ensure inclusion - particularly of vulnerable groups - in Community-Based DRR (CBDRR) initiatives in Myanmar. It comprises an overall Framework for inclusive CBDRR and a nu...mber of tools/resources including: 1) a checklist for inclusion in the 7 steps of the CBDRR process, 2) a guideline for documenting inclusion, 3) a template for assessing inclusion and 4) a compendium of tools and guidelines relevant to inclusive CBDRR.
The Inclusive Framework and Toolkit for Community-Based DRR in Myanmar is a resource produced by the Myanmar Consortium for Community Resilience (MCCR), a consortium led by ActionAid, with ACF, HelpAge, Oxfam, Plan and UN-Habitat.more
The CBDRR Manual is a practical ‘how-to’ guide on community-based disaster risk reduction for government and non-government agencies in Lao PDR. It is a commonly agreed document to be referred to by agencies working on CBDRR in Lao PDR. The GCF aims to support developing countries in achieving a paradigm shift to low-emission and climate-resilient pathways. This is achieved by funding innovative and transformative lowemission (mitigation) and climate-resilient (adaptation) projects and programmes developed by the public and private... sectors to contribute to the implementation of national climate change priorities in developing countries. While it is relatively easy to tell what a mitigation project or programme is (i.e. its contribution to the reduction of greenhouse gases in the atmosphere, and/or whether it increases the capacity of an ecosystem to absorb them), the blurred line between a general development project and an adaptation project has been a contentious issue in the international climate finance debate. The relevant question is not whether a project is (also) a development project, but whether the project contributes to adaptation (i.e. what the adaptation/additionality argument is). This toolkit helps governments and project developers understand how to fulfil the Green Climate Fund’s requirements when developing a fully-fledged funding proposal.more
The BRACED Myanmar Alliance was a three-year project aiming to ‘build the resilience of 350,000 people across Myanmar to climate extremes’. The project worked in 7 states, 8 townships and 155 communities. The main impact for project populations was intended to be ‘improved well-being and reduc...ed loss and damage despite climate shocks’, and the project sought to do this by addressing immediate hazard-related needs at community level while encouraging longer-term solutions driven and delivered by communities and subnational and national government. Community Resilience Assessments (CRAs) were the first activities delivered as part of the project, and the list of community-identified needs became the basis from which local-level project interventions were selected. The selection typically involved an infrastructure requirement (linked to addressing a natural hazard, and sometimes shared between communities); a package of livelihood support (assets and trainings); capacity-building on climate change/resilience topics; and village savings and loans association (VSLA) support. A particular emphasis was placed on women’s empowerment, and leadership trainings and support to women’s self-help groups were provided. more
The purpose of this document is to provide a comprehensive overview of existing institutional arrangement for disaster management in Myanmar at all levels with an aim to make information available to all stakeholders involved in disaster risk management in Myanmar.
Lack of satisfactory progress in mainstreaming disaster risk reduction within development is attributed to various factors. One of the important factor that is often not much appreciated is the inadequate comprehension of mainstreaming and the absence of clear, cogent and practical guidelines, tools... and techniques for mainstreaming DRR within development. This Guidebook helps to tackle this challenge by providing strategic and practical guidelines on how to mainstream disaster risk reduction into their policies plans and programmes across key sectors. It discusses strategic approaches towards risk resilient development in the Asia-Pacific region and demonstrates how to operationalize them using examples from various countries in the region. These guidelines can be adopted by countries according to their specific contexts, resources and capacities. more
DHS Working Paper No. 136 A total of 1,222 children age 6-23 months were included in this analysis. Twenty percent of children were stunted and 43% were moderately anemic. Regarding IYCF practices, only 16% of children received a minimum acceptable diet, 25% received diverse food groups, 58% were... fed with minimum meal frequency, 85% currently breastfed, and 59% consumed iron-rich foods. Breastfeeding reduced the odds of being stunted. By background characteristics, male sex, perceived small birth size, children of short stature, and children of working mother were significant predictors of stunting. Iron-rich food consumption was inversely associated with moderate anemia. Among covariates, male sex and maternal anemia were also significant predictors of moderate anemia among children age 6-23 months. The study concluded that stunting and anemia among young children in Myanmar are major public health challenges that need urgent action.more

1) To assess availability, utilization and supply chain management system for RH commodities at different levels of health facilities,

The Philippine Government has made significant strides in the implementation of disaster risk reduction (DRR) ...planning and activities through the development of the National Disaster Risk Reduction and Management Council (NDRRMC) which acts as the lead agency for DRR in the Philippines. The disaster focal points are the NDRRMC and the Office of Civil Defence (OCD). The Department of Social Welfare and Development (DSWD) is responsible for leading immediate disaster relief efforts. The Armed Forces of the Philippines (AFP) is a primary responder in disasters and have been deployed frequently to several disaster relief operations in the country in recent years. The Philippines has endured disasters that involve national and international assistance.more
Lao People’s Democratic Republic (Lao PDR), also referred to as Laos, or Lao, is exposed to natural disasters such as flooding, typhoons, cyclones, drought, and earthquakes. The country is vulnerable to recurrent, sudden-onset and slow onset natural disasters with flooding, storms and typhoons hav...ing a large effect on the population. The country remains highly vulnerable to agricultural shocks and natural disasters. Lao has established Community Based Disaster Risk Reduction (CBDRR) practices as a result of the many natural disasters the country faces. CBDRR is implemented at the village level to enhance community preparedness and to decrease village vulnerabilities to disasters. Lao established the National Disaster Management Committee (NDMC) as its national disaster management platform and the National Disaster Management Office (NDMO) to be responsible for DRM (Disaster Risk Management) and DRR activities in the country.more
The 2012 NDRMP lays out the Disaster Risk Management (DRM) architecture of the country and provides guidance for DRM intervention at all levels. However, implementation has been slow and resource challenges exist throughout the government. The PNG government’s policy and institutional framework... for DRM still faces numerous obstacles. The main challenges in moving towards a more proactive and systematic approach to manage risks and build resilience include 1.) the limited coordination between DRM and Climate Change Adaptation agencies; 2.) the slow migration from emphasis on response to risk reduction and management; 3.) the limited institutional capacity for planning and design of risk informed investments; and 4.) the lack of available historic natural hazard data, which hinders the assessment of risks.more
Timor-Leste’s vulnerability to natural hazards means if particular care is not taken in the development of the country’s infrastructure, it will remain at risk to disruption. Timor-Leste developed the 2008 National Disaster Risk Management Policy, which lays out the government’s vison of ...its disaster management process from the national to the village level. Additionally, through the United Nations Development Program (UNDP), they have conducted national hazards, vulnerability and risk assessments. Through Plan International they have initiated the integration of disaster management education into public schools. Although the Government of Timor-Leste considers DRM as a priority and supports the dissemination of DRM policy to the district levels, the current Strategic Development Plan 2011-2030 of Timor-Leste has not explicitly reflected nor integrated DRM as one of its development priorities. Disaster Management is included in the Strategic Plan Document of MSS 2009-2012.more
