This working paper aims to provide a rough over-view of existing rules and guidelines on the coopera-tion between the UN and the private sector – at least as they are publicly available. It will describe com-mon features and discuss advances and shortcomings of the most prominent a...nd debated rules and guide-lines. Finally, it will present proposals for improve-ment of the existing rules and steps towards a new regulatory and institutional framework for interac-tion between the UN and the private sector.

Myanmar has made significant progress in its disaster management policies, plans, and procedures since 2008, when Cyclone Nargis impacted the country leaving devastation in its aftermath. The Government of Myanmar (GoM) has modified the government structure and created new authorities and plans to i...mprove the effectiveness of disaster management at all levels. While this progress is encouraging and shows the determination of the government to make necessary adjustments, the resources to implement the policy changes have been slower to develop. Together, they provide a broad view of the dynamic interactions among physical, sexual and brain development that take place during adolescence. They highlight some of the risks to optimal development – includi...ng toxic stress, which can interfere with the formation of brain connections, and other vulnerabilities unique to the onset of puberty and independence. They also point to the opportunities for developing interventions that can build on earlier investments in child development – consolidating gains and even offsetting the effects of deficits and traumas experienced earlier in childhood.

Development finance institutions owned by European governments and the World Bank Group are spending hundreds of millions of dollars on expensive for-profit hospitals in the Global South that block patients from getting care, or bankrupt them, with some even imprisoning patients who cannot afford th...eir bills. At the height of the COVID-19 pandemic, some of these same hospitals denied entry to patients suffering from the virus or sold intensive care beds at eyewatering prices to the highest bidder. These development institutions have woefully inadequate safeguards, invest via a complex web of tax-avoiding financial intermediaries, and offer little to zero evidence on the impacts their investments are having. Oxfam is calling on rich-country governments and the World Bank Group to immediately halt their spending on for-profit private healthcare, and for an urgent independent investigation to be conducted into all active and historic investments.
