Background paper 11 The Independent Panel for Pandemic Preparedness and Response May 2021
Background paper 9 The Independent Panel for Pandemic Preparedness and Response May 2021
Conflicts and disasters, including pandemics, affect women and men in all their diversity differently, and women and girls often suffer the most. Crisis-related hardships combine and compound pre-existing disadvantages, ... example, they often cause women’s working conditions to worsen while increasing their overall workload and care responsibilities. At the same time, crises can give rise to changes that enable women to take up roles that were previously available only to men, and crises can open opportunities to address existing gender-based discrimination and violations of rights. more
The magnitude and complexity of these mental health conditions caused by prolonged and extensive trauma requires a diagnosis fitting the unique con... more

The Minimum Standards and Indicators for Community Engagement were developed through an inter‑agency consultation process that engaged a large number of... experts from around the world. UNICEF wishes to acknowledge the contribution of all those that participated, and who share a passion for placing communities at the centre of development and humanitarian action. The consultation process consisted of a series of interviews, meetings and workshops over an 18‑month period. Representatives from countries in Africa, Asia, the Middle East, Europe and North America contributed input and feedback based on their experiences of designing, implementing and measuring community engagement approaches more
The military offensive by the Russian Federation in Ukraine which began February 2022 has triggered one of ... world’s fastest-growing displacement and humanitarian crisis, with geopolitical and economic ripples felt across the globe. The ongoing war has caused large-scale disruptions to the delivery of health services and a near-collapse of the health system. But the crisis also saw an extraordinary mobilization and crisis response to a health emergency by WHO and its more than 100 partners. more

The Government of Botswana’s SRH Policy Guidelines and Service Standards document provides the framework ... developing a responsive strategy and an implementation plan for SRHR and HIV&AIDS Linkages and Integration. The global call on governments to demonstrate commitments to intensify linkages between sexual and reproductive health and HIV&AIDS at the policy and programme level is therefore an added opportunity for the government to review the current service provision model and optimize current resources to provide more integrated, comprehensive coordinated SRHR and HIV&AIDS services. more

A new frontier for integrated care. Until now, most efforts to promote integrated care have focused on bridging the gaps between health and social care or between primary and secondary care. But ... NHS five year forward view has highlighted a third dimension – bringing together physical and mental health. This report makes a compelling case for this ‘new frontier’ for integration. It gives service users’ perspectives on what integrated care would look like and highlights ten areas that offer some of the biggest opportunities for improving quality and controlling costs. more
The Indonesian government has reformed its laws, policies, and institutions to better manage disaster risk since the significant 2004 Indian Ocean Tsunami. ... Government of Indonesia now has contingency plans for every disaster-prone city which identifies its vulnerabilities, outlines the relief response, and builds overall preparedness. In 2007, the government introduced a disaster management bill that incorporated disaster management prevention into disaster management response. In 2008, Indonesia created the National Disaster Management Agency (Badan Nasional Penanggulangan Bencana, BNPB). The new shift led to the strengthening of the country’s disaster management agency, and the addition of district branches and representatives. Despite the progress made, more work is needed at the local level as well as integration of disaster risk reduction in government departments.11 Under Indonesia’s 2007 Disaster Management law, provincial and district administrations are mandated to head disaster management during a crisis. more
The National Strategy for Natural Disaster, Prevention, Response and Mitigation to 2020, which outlines Vietnam’s main disaster risk management objectives and ... National Target Program (NTP) form the overarching policy framework for disaster risk management and climate change adaption activities. The CCFSC’s main mandate is to translate this strategy into action. Other decrees and laws are also complementary. The Government of Vietnam has prioritized disaster preparedness, recognizing that the most cost-effective measures to mitigate flood related disasters are often non-structural. These measures include flood mapping, river flood warning systems, television-based disaster information and warning systems, training at all government and grassroots levels on disaster preparedness, and reforestation of certain areas. Land use and development have also been addressed through government regulations. more
