Drawing on experiences from previous economic crises, scenario analyses suggest a fall in government per capita spending on health in 2021 and 2022 unless governments make bold choices to increase the share of health in general government spending.
Part II of the paper discusses policy options to meet the spending needs in health. These options encompass strategies to make fiscal adjustments work and channel funds where they are most needed, as well as policies to stabilize the balance sheets of social health insurance (SHI) schemes. The paper explains how the health sector can play an active role in expanding fiscal space, contributing to tax reforms, most importantly pro-health taxes, and mobilizing and absorbing external financing, including debt relief.

Standard operating procedures for diseases amenable to case management will be covered in subsequent editions, including the application process for requesting medicines (Chapter 1). In the meantime, the procedures described in the rest of the document apply for both case management and preventive chemotherapy NTD health products.

The woreda hosts 14, 545 displaced households from neighboring region Somali. Kersa woreda bordered on the south by Bedeno, on the west by Meta, on the north by Dire Dawa, on the northeast by Haro Maya, and on the southeast by Kurfa Chele. The woreda has a population of 243,544 peoples residing in 38 kebeles and it has hosted 874 household IDPs displaced from Somali region. Mieso woreda is bordered on the south by Guba Koricha, on the west by the Afar Region, on the north by the Somali Region, on the east by Doba and on the southeast by Chiro. It has a total population of 130,709.
