Now the conflict in Ukraine—with its knock-on effects on global supplies of and prices for food, fertilizer, and fuel—is turning a crisis into a catastrophe. But the speed and severity of the global food crisis reflects the fact that millions of people were already living on the precarious edge of hunger—a legacy of past failures to build more just, sustainable, and resilient food systems. This year’s report therefore focuses on food systems transformation and local governance.
According to the 2022 GHI, Hunger is at alarming levels in 5 countries—Central African Republic, Chad, Democratic Republic of the Congo, Madagascar, and Yemen— and is provisionally considered *alarming *in 4 additional countries— Burundi, Somalia, South Sudan, and Syria. In a further 35 countries, hunger is considered serious, based on 2022 GHI scores and provisional designations.

We found a health system in utter collapse with increased levels of maternal and infant mortality; the spread of vaccine-preventable diseases, such as measles and diphtheria; and increases in numbers of infectious diseases such as malaria and tuberculosis (TB). Although the government stopped publishing official data on nutrition in 2007, research by Venezuelan organizations and universities documents high levels of food insecurity and child malnutrition, and available data shows high hospital admissions of malnourished children.

They are frequently neglected, stigmatized, and may face difficulties in accessing health services that are otherwise available to the general population. In the context of this Interim Guidance, the people in humanitarian situations affected by this guidance may include internally displaced persons (IDPs), host communities, asylum seekers, refugees and returnees, and migrants when in similar situations. While further adaptations might be needed for some population groups, including those living in slums this interim guidance is issued to assist field staff to immediately respond to urgent needs.

Farmers are at the forefront of the climate crisis where their livelihoods are being jeopardized, and they are faced with many challenges to secure water, energy, and agriculture inputs, and maintain agriculture productivity. This heightens the risk of competition over natural resources and aggravates grievances and structural inequalities related to land rights and ownership as well as land access, management, and governance. In Africa, land-related issues are among the triggers of many violent disputes (Medina et al, 2024). For instance, communal violence in Nigeria and Sudan is tied to competition over scarce fertile land and poor resource governance (Bruce and Bourdeaux, 2013).
