Esta publicação apresenta a Agenda para as Américas sobre Saúde, Meio Ambiente e Mudança Climática 2021–2030 (a Agenda). Esta Agenda é um apelo ao setor da saúde para que se posicione na vanguarda da abordagem aos determinantes ambientais da saúde nas Américas. A Organização Pan-Americ...ana da Saúde (OPAS) trabalhará com os Estados Membros para alcançar a meta e objetivo desta agenda: assegurar uma vida saudável e promover o bem-estar para todos, em todas as idades, usando um enfoque sustentável e equitativo que priorize a redução das iniquidades em saúde. A Agenda foi desenvolvido sob a égide da Estratégia Mundial da Organização Mundial da Saúde (OMS) sobre a Saúde, o Meio Ambiente e a Mudança Climática e se baseia nos compromissos estabelecidos na Agenda de Saúde Sustentável para as Américas 2018–2030 e no Plano Estratégico da OPAS 2020–2025. A Agenda foi desenvolvida em consulta com o Grupo Técnico Assessor (GTA), por meio de um processo decisório consensual com os Estados Membros, durante os anos de 2019 e 2020. Para alcançar o Objetivo de Desenvolvimento Sustentável 3, a Agenda enfoca: melhoria do desempenho dos programas e instituições de saúde pública ambiental; promoção de sistemas de saúde ambientalmente resilientes e sustentáveis; e promoção de cidades e comunidades ambientalmente saudáveis e resilientes. A implementação da Agenda deverá ser contextual, com base nas necessidades e realidades de cada país. Ela beneficiará países e territórios ao promover boas práticas de governança; fortalecer as funções de liderança e coordenação do setor da saúde; favorecer ações intersetoriais; focar na prevenção primária; e melhorar as evidências e a comunicação. Facilitará o acesso aos recursos humanos, técnicos e financeiros necessários para abordar os determinantes ambientais da saúde e garantir que a Região esteja totalmente engajada nos processos e acordos globais de saúde, meio ambiente e mudança climática. O objetivo desta Agenda é fortalecer a capacidade dos atores da saúde, tanto no setor da saúde quanto em outros setores, para abordarem e se adaptarem aos determinantes ambientais da saúde (DAS), priorizando as populações que vivem em condições de vulnerabilidade, a fim de atingir o Resultado Intermediário 18 do Plano Estratégico da OPAS 2020–2025, diretamente, e vários outros resultados do Plano, indiretamente. Para enfrentar e se adaptar aos desafios dos DEA na Região, será necessária uma abordagem integrada e baseada em evidências dentro do setor da saúde e entre os setores, possibilitada e favorecida por boas práticas de governança, mecanismos de gestão adequados, vontade política de alto nível e dotação adequada de recursos humanos, técnicos, tecnológicos e financeiros.

As a lower-middle-income country (LMIC), South Africa (SA) bears
the burden of maternal and neonatal mortality similar to other sub-
Saharan African countries. According to the Saving Mothers Report
2017/19, there has been a progressive and sustained reduction
in institutional maternal mortality... (iMMR) in the past three triennia
(2010-2019), from 320 per 100,000 live births to 120 per 100,000 live
births.
According to the Rapid Mortality Survey, the country’s infant mortality
rate has declined from 29 deaths per 1000 live births in 2014 to 25
deaths per 1,000 live births in 2018. The institutional neonatal death
rate showed a slight decrease from 12,7 deaths per 1,000 live births in
2016 to the current level of 12 per 1,000 live births and has remained
static at this level for the past three years (saDHIS).
Working towards the Sustainable Development Goal (SDG) of reducing maternal mortality to below 70 per 100 000 live births and neonatal mortality to 12 deaths per 1000 live births, South Africa aims to reduce institutional maternal mortality, neonatal mortality and stillbirths by 50% by 2030.
This Maternal, Perinatal and Neonatal Health Policy provides a
framework for the delivery of quality, comprehensive, and integrated
MNH services and will guide the development and review of guidelines
and related MNH interventions, including strengthening of the service
delivery platform, governance, leadership and accountability for
the provision of quality MNH services, development of advocacy
messages, and guiding civil society priorities and community
initiatives. The policy will also guide the development and review of
academic curricula and the setting of research priorities.

C’est dans ce contexte particulièrement complexe qu’ONU Femmes et CARE, sous le leadership du Ministère à la Condition féminine et aux Droits des femmes (MCFDF) et en coordination avec la Direction Générale de la Protection Civile (DGPC), ont lancé l’Analyse Rapide Genre qui se veut une... évaluation rapide de l’impact du tremblement de terre d’août 2021 sur les femmes, les hommes, les filles et les garçons, incluant les personnes en situation de vulnérabilité, afin d’éclairer la réponse humanitaire en cours en Haïti dans l’immédiat, ainsi que les efforts de redressement à moyen et à long terme. Cette étude est faite en partenariat avec l’Equipe spéciale genre de l’équipe humanitaire en Haiti et a obtenu le soutien financier, technique et logistique des partenaires suivantes : Fondation Toya, IDEJEN, UNFPA, OCHA, OMS/OPS, ONUSIDA, PAM, PNUD, et UNICEF.
La présente étude permet de restituer et de prendre en compte les perspectives des femmes, des hommes, et des jeunes dans les trois départements affectés dans la conception de réponses adaptées et en ligne avec les besoins sexo-spécifiques en tenant compte des situations de vulnérabilité liées au genre, au handicap, à l’âge, et aux autres conditions socio-économiques. Cette étude fait aussi écho aux appels lancés par les organisations de femmes pour une réponse plus sensible au genre et qui prenne en compte leur leadership.

Those already engaged in this work can jump directly to the chapters and sections with the ideas and resources they need. he pandemic has produced an unprecedented economic and social crisis, and it could generate a food, humanitarian, and political crisis if urgent measures are not taken. The policy options for addressing the pandemic entail consolidating national plans and achieving intersectoral consensus. The respo...nse should be structured in three nonlinear and interrelated phases—control, reactivation, and rebuilding—involving the participation of technical actors representing not only the field of health but also other social and economic areas. Measures implemented to control the pandemic as well as measures for the reactivation and rebuilding phases will require increased public investment in health until the recommended parameters are achieved.
