STUDY REPORT | This study of the impact of the Nepal earthquake of 25 April, 2015, aims to understand the impact factors leading to the exclusion of older people and persons with disabilities from humanitarian action, barriers to their inclusion, and the extent to which their skills and knowledge we...re utilised to promote inclusive humanitarian action and, using this understanding, to formulate a set of recommendations for promoting inclusion. Indicators are a representation of reality. They are just numbers on a piece of paper or on a computer screen, but they stand for something far greater – the success of your project. Indicators are usually defined in the context of project planning and show something about or give an indication of... progress towards realising the project goal, without being complete or comprehensive. Of course, there could be other representations of this reality, such as stories (Dart and Davies, 2003) or drawings (Feuerstein, 1986) or photographs (Tijm et al, 2011). However, indicators are a widely accepted way of representing what is being achieved in a programme or project.

Timor-Leste’s vulnerability to natural hazards means if particular care is not taken in the development of the country’s infrastructure, it will remain at risk to disruption.
Timor-Leste developed the 2008 National Disaster Risk Management Policy, which lays out the government’s vison of ...its disaster management process from the national to the village level. Additionally, through the United Nations Development Program (UNDP), they have conducted national hazards, vulnerability and risk assessments. Through Plan International they have initiated the integration of disaster management education into public schools. Although the Government of Timor-Leste considers DRM as a priority and supports the dissemination of DRM policy to the district levels, the current Strategic Development Plan 2011-2030 of Timor-Leste has not explicitly reflected nor integrated DRM as one of its development priorities. Disaster Management is included in the Strategic Plan Document of MSS 2009-2012.
