Paper commissioned for the EFA Global Monitoring Report 2010, Reaching the marginalized
UNAIDS and DPKO non paper | 2011
The recruitment and use of children violates their rights and causes them physical, developmental, emotional, mental, and spiritual harm. The impact on their mental and physical well-being breaches the most fundamental human rights and represents a grave threat to durable peace and sustainable deve...lopment, as cycles of violence are perpetuated. The Paris Commitments adopted in Paris in February 2007 are an expression of strengthened international resolve to prevent the recruitment of children and highlight the actions governments can and should take to protect children affected by conflict. The Paris Principles are the operational guidelines related to sustainable reintegration of children formerly associated with armed forces and groups.

Towards a policy of inclusion
Humanitarian NGOs have made increased use of Private Security Providers (PSPs) over the last decade. There is a gap between the ways that NGOs actually use PSPs and the regulation of this engagement. These guidelines aim to assist humanitarian NGOs in reaching an informed decision about when, how an...d under what conditions to seek PSP services. The guidelines are aimed at operational managers of NGOs, from headquarter to field level. The guidelines do not only cover armed guarding or armed protection, but can be applied to the wide range of services provided by PSPs. Document also available in French.

The guide book provides a set of tools and methods to assess existing structures and capacities of national, district and local institutions with responsibilities for Disaster Risk Management (DRM) in order to improve their effectiveness and the integration of DRM concerns into development planning,... with particular reference to disaster-prone areas, vulnerable sectors and population groups.
The strategic use of the Guide is expected to enhance understanding of the strengths, weaknesses, opportunities and threats facing existing DRM institutional structures and their implications for on-going institutional change processes. The guidelines are to be used to guide the management of adults with lower respiratory tract infection (LRTI). As will be seen in the following text, this diagnosis, and the other clinical syndromes within this grouping, can be difficult to make accurately. In the absence of agreed definitions of th...ese syndromes these guidelines are to be used when, in the opinion of a clinician, an LRTI syndrome is present. The following are put forward as def-initions to guide the clinician, but it will be seen in the ensuingtext that some of these labels will always be inaccurate. These definitions are pragmatic and based on a synthesis of available studies. They are primarily meant to be simple to apply in clinical practice, and this might be at the expense of scientific accuracy. These definitions are not mutually exclusive, with lower respiratory tract infection being an umbrella term that includes all others, which can also be used for cases that cannot be classified into one of the other groups. No new evidence has been identified that would lead to a change in the clinical definitions, which are therefore unchanged from the 2005 publication.

How to respond to, mitigate, and prevent risks to children’s protection and well-being is a profound, if unanswered, question. Practitioners agree that it is necessary to develop or strengthen protective factors at multiple levels, such as the family, community, and national levels.
