aux besoins des programmes de protection de l’enfance menés par Terre des hommes et peut être utilisé
en parallèle à la publication précédente de Terre des hommes: Protection des enfants: manue...l d’intervention
en cas de crise humanitaire. Ce manuel de formation a été conçu pour le terrain afin de former le
personnel qui travaille directement ou indirectement avec les enfants.
Les modules de ce manuel ont été regroupés selon les catégories suivantes:

• Niveau 2: Concepts de base pour une intervention
• Niveau 3: Compétences des animateurs
Chaque module contient les rubriques suivantes:

Entre le 19 et le 21 mai 2019, 34 personnes ont perdu la vie dans des attaques simultanées
attribuées au 3R (Retour, Réclamation et Réhabilitation) et perpétrées dans les villages de
Koundjili et Lemouna, (situés respectivement à 42 et 52 km à l’Ouest de Paoua) mais aussi
à Bohong et ...Maikolo (situés à environ 70 km de Bouar). Environ 12,000 personnes ont été
déplacées dans ces villages et leurs alentours. Au 31 mai, environ 4 200 sont retournés.
Dans un communiqué de presse du 23 Mai 2019, le Secrétaire général des Nations Unies
a appelé les autorités de la République centrafricaine à enquêter sur ces incidents et à
traduire rapidement les responsables devant la justice, rappelant que ces attaques contre
les civils pouvaient constituer des crimes de guerre et crimes contre l’humanité.

Le manuel présente aussi les stratégies nécessaires pour atteindre les personnes ayant besoin de ces interventions et définit leurs normes.

Le succès de la mise en œuvre du PNAPF 2017-2020 dépendra de l’engagement de chaque entité à tous les niveaux à travers des arrangements institutionnels clairs. Il s’agit d’un document dynamique qui requerra une forte coordination des différentes parties prenantes multisectorielles. La ...mise en œuvre sera conduite par le Ministère de la Santé à travers la Direction de la Santé de la Famille (DSF). Les autres secteurs tels que les ministères connexes contribueront à favoriser l’environnement juridique et politique de la PF pour garantir l’accès de tous, notamment des jeunes aux services de PF. Les organisations de la société civile (OSC) et les PTF apporteront leur contribution à la mise en œuvre du plan, au renforcement des
capacités des acteurs en PF, au plaidoyer et à la mobilisation des ressources pour la pérennité du programme.

Le présent plan prend la suite de deux plans nationaux pour préserver l’efficacité des antibiotiques (2001-2005 et 2007-2010), qui visaient à maîtriser et rationaliser la prescription des antibiotiques. Ce troisième plan a pour titre « plan national 2011-2016 d’alerte sur les antibiotique...s ». Derrière ce titre se profile une menace de santé publique majeure : un nombre croissant de situations d’impasse thérapeutique contre des infections bactériennes, du fait du développement des résistances aux antibiotiques. Cette menace appelle une mobilisation déterminée et durable de l’ensemble des acteurs impliqués dans le cycle de vie des antibiotiques, afin de concilier des objectifs individuels (qualité de la prise en charge des patients) et collectifs (préservation d’une ressource rare, précieuse et difficile à renouveler).

Si le malaise ressenti lorsque l’on se trouve en présence du handicap constitue un invariant culturel (Stiker, 2005), chaque culture lui confère néanmoins une signification particulière (Murphy, 1990). Quelle...s sont alors les spécificités des situations de handicap au Burkina Faso ? Les idées reçues sur le continent africain sont nombreuses (Courade, 2006) : concernant le traitement des personnes handicapées, les représentations oscillent selon Poizat (2007) entre « afro-optimisme » et « afro-pessimisme » ; si la solidarité communautaire est parfois considérée comme garantissant leur non-singularisation (Guilmain-Gauthier & Jacquemin, 1994), les croyances traditionnelles relatives au « monde invisible » sont souvent invoquées comme déterminant à l’inverse leur maltraitance et leur exclusion (Devlieger, 1994).

L’OMS a récemment modifié la définition de cas suspect de COVID-19 pour inclure des infections respiratoires aiguës sévères et conseille de tester tous les cas de syndrome respiratoire aigu sévère (SRAS).1 Cependant, de nombreux États membres n’ont pas encore commencé à mettre en œuvre ces changements, ils concentrent toujours leurs efforts
de surveillance sur les personnes ayant des antécédents de voyage vers une zone de transmission locale de COVID-19. Cela signifie que les patients présentant des symptômes similaires, mais sans aucun contact apparent, peuvent ne pas être enquêtés.

Objectifs 2020 : des avancées disparates. Le rapport de l’ONUSIDA sur l’épidémie mondiale de sida fait état d’un échec accentué par la COVID-19. Depuis 2015, 3,5 millions d’infections au VIH et 820 000 morts supplémentaires liés au sida sont imputables à des objectifs non atteints. ...Elles auraient été évitées si les objectifs 2020 avaient été réalisés. La riposte pourrait également revenir dix ans en arrière au moins, si la pandémie de COVID-19 interrompt gravement les services de lutte contre le VIH.

Au cours des derniers mois, la situation sécuritaire et humanitaire s'est rapidement détériorée dans les régions du Nord, du CentreNord, du Sahel, de la Boucle du Mouhoun et de l’Est du Burkina Faso. Cette dégradation a entraîné un accroissement substantiel des déplacements internes et ag...gravé l'accès déjà très limité aux services sociaux de base dans un contexte d'extrême pauvreté dans ces localités. Alors que l'insécurité augmente progressivement depuis 2017, l’année 2019 a été particulièrement violente, provoquant une augmentation sans précédent des besoins humanitaires. 2,9 millions de burkinabè sont dans un besoin humanitaire de plus en plus croissant dans tous les secteurs. Parmi ces 2,9 millions de personnes, plus de 920 000 étaient des déplacées internes au 30 juin 2020 et plus de 1,5 millions étaient directement privées d’un accès aux soins de santé et d’éducation

La publication du Protocole de Maputo au Journal officiel de la nation en 2018 a formalisé l’obligation... du gouvernement d’élargir l’accès à l’avortement médicalisé dans les conditions énoncées au Protocole. Néanmoins, les obstacles à la mise en œuvre continuent de rendre les services d’avortement sécurisé largement inaccessibles. En conséquence, la majorité des femmes de Kinshasa qui choisissent d’interrompre leur grossesse le font-elles dans la clandestinité — souvent dans des conditions non médicalisées potentiellement dangereuses pour leur santé.
