This study has been produced jointly by Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, a federally owned enterprise, implementing development programmes on behalf of the German Government, and CBM, a non-governmental organisation. Accordingly, its aim is to offer guidance to those in bo...th governmental and non-governmental organisations on development cooperation. Given the wide and differing range of implementation procedures, levels of intervention and organisational cultures, it is not a ready-to-be-applied toolbox with concrete blueprints for action. Rather, it raises awareness on core human rights and disability – inclusive principles. It explains and illustrates the implications of applying these principles to development practice. Practitioners can therefore use the guidance to initiate a process of consideration of how to embed these principles within their programmes.

The publication aims to establish the rationale for inclusion and provides technical advice and tools for putting theory into practice. It is intended to be used as a reference during organizational and program/project development with a focus on gender responsiveness and disability inclusion as wel...l as a tool to support good practice in implementation.
This first part guides the reader through the process of assessing whether or not the organization is ready to change towards becoming a more inclusive organization. The second part introduces the ACAP framework, which sets up a way of approaching inclusion via focus on the areas: Access, Communication, Attitude and Participation. It then demonstrates how the framework can be applied to projects and programmes. The third part provides guidelines for the people who will guide organizations through the process of change towards becoming inclusive of persons from marginalized groups.

L’utilisation des services de santé de base est l’un des facteurs clefs favorisant une meilleure santé des populations. Conceptuellement, si la qualité des services est l’une des explications du niveau d’utilisation, cette étude a essayé de montrer aussi l’importance d’un ensemble d...’autres facteurs qui devraient être pris en compte pour améliorer la fréquentation des services de santé. Les résultats de cette étude indiquent que pour le dernier épisode de maladie, plus de 92% des malades ont recouru à différentes structures des soins modernes et 7,4% ont fait recours à la médecine traditionnelle. Pour la santé maternelle, l’utilisation des méthodes contraceptives est de 29.5% et 73% d’accouchements ont été assistés par un personnel qualifié. Parmi les 96% des femmes qui ont consulté les services de CPN pendant la grossesse, seulement 24% ont complété les quatre visites standards de CPN.
