Network HPN Paper: The role of education in protecting children in conflict

Susan Nicolai and Carl Triplehorn Humanitarian Practice Network (HPN); Overseas Development Institute (ODI) (2003) C1
Education in emergencies is a young area; the evidence of its impact is often anecdotal, and although its status as a humanitarian concern has gai... more
Specific action sheets offer useful guidance on mental health and psychosocial support and cover the following areas coordination assessment monitoring and evaluation ... and human rights standards human resources community mobilisation and support health services education dissemination of information food security and nutrition shelter and site planning and water and sanitationthe guidelines include a matrix with guidance for emergency planning actions to be taken in the early stages of an emergency and comprehensive responses needed in the recovery and rehabilitation phases more
The report presents successful case studies from around the world, including the implementation of minimum ... standards for refugee children in Germany, cross border child protection systems in West Africa, and finding alternatives to the detention of migrant children in Zambia. Other countries featured in the report include Afghanistan, Italy, Jordan, Lebanon, South Sudan, Vietnam, Uganda and the U.S. Each of the initiatives can be replicated in different contexts and inform child-focused actions and policy change at national, regional and global levels to be agreed in the framework of the Compact. more
In March 2020 the IASC Reference Group on Mental Health and Psychosocial Support uniting 57 humanitarian organizations as member issued ... Interim Briefing Note Addressing Mental Health and Psychosocial Aspects of COVID-19 Outbreak. This document has proven to be very useful in the response and has till now been translated in 24 languages. It covers a set of recommended activities as well as messages for different target groups. The current document is an annex to the Interim Briefing Note and is meant to support the MHPSS operational response within the various sectors of humanitarian work. Approaches and interventions to MHPSS are not confined to one sector, but need to be integrated within many existing sectors and clusters. This document contains a wealth of operational information and practical approaches that can be used for humanitarian programming in health, SGBV, community-based protection, nutrition, camp management and camp coordination. more
In 2021, the humanitarian community continued to support those in need, placing ... at the centre of its response. Learning from and building on past efforts, humanitarian actors will continue to respond and adapt their response to the various shocks impacting populations in Cameroon, such as violence against civilians, natural disasters, and epidemics, including the COVID-19 pandemic. more
Each humanitarian setting provides distinct opportunities and challenges for actors to coordinate and collaborate at strategic and operational levels. The... Health and Protection Joint Operational Framework has been developed to ensure that the health and protection response during humanitarian emergencies can adapt to each environment and is adequately coordinated to ensure high-quality services to meet the needs of affected individuals and at-risk groups based on their situation or vulnerabilities. The Health and Protection JOF was conceived in 2019 as a collaboration between the Global Health Cluster (GHC), the Global Protection Cluster (GPC) and its Areas of Responsibility (AoRs), the Inter-Agency Standing Committee Reference Group on Mental Health and Psychosocial Support in Emergency Settings (IASC MHPSS RG), and the Inter-Agency Working Group for Reproductive Health in Crisis (IAWG), in addition to key technical experts. A Steering Group (SG) comprised of representatives from each of these entities guided the framework through a joint global analysis of good practices, gaps, and barriers to integrated and inter-sectoral response coordination. This included a mixed methods review of policy and practice, a survey of humanitarian experts, multiple case studies, structured stakeholder interviews, and field visits. This exercise produced a zero-draft which was then reviewed by field practitioners in three operational contexts to clarify and fully coordinate its operationally focused lens. Finally, the JOF was reviewed by the SG including via a series of consultations in early 2023 to consolidate the current framework. more

Climate change presents the single biggest threat to human development, and its widespread impacts disproportionately burden the poorest and most vulnerable households ... fragile and rural developing contexts – particularly women and children. According to the Intergovernmental Panel on Climate Change’s (IPCC) latest report, ‘between 2010 and 2020, droughts, floods and storms killed 15 times as many people in highly vulnerable countries, particularly in Africa — which is responsible for less than 3 percent of global emissions – than in the wealthiest countries’. Recognising environmental degradation and climate change are key accelerators of extreme child vulnerability, World Vision (WV) approved the Environmental Stewardship Management Policy (‘the Policy’) and Guidelines (‘the Guidelines’) in 2021. To support the implementation of the Policy and Guidelines, WV has developed this Environmental Stewardship and Climate Action Handbook (‘the Handbook’) to help offices across the WV Partnership implement best practice environmental management strategies both in the field and in our operations and facilities. Integrating environmental stewardship and climate action into all our work – whether that be in our Area Programmes, grant projects, responses to disasters or advocacy – is critical to achieving WV’s strategy. As a Christian organisation we are compelled to follow the ways of Jesus Christ, calling us to care for the ‘least of these’ (Matthew 25:40) – the vulnerable children who are disproportionately impacted by climate change. Our response to the degradation of the environment is not motivated by political expediency or funding – but because we are called to steward God’s creation (Genesis 1:28). more

Governments have dedicated a pivotal role to the private sector in the implementation and financing of ... 2030 Agenda and the SDGs. This has pushed a turn towards the private sector, the promotion of multi-stakeholder partnerships between public and private actors. However, far too often there is a considerable gap between the social and environmental commitments companies make publicly in political fora like the UN and the actual effects of their production patterns and investment strategies on people and the environment. A new working paper, published by Brot für die Welt, Global Policy Forum and MISEREOR provides an overview of the ways and means by which the UN involves business actors in the debates around the implementation of the 2030 Agenda. It describes new initiatives and alliances of business actors around SDG implementation at the international level, and their main messages and policy proposals. With a few selected examples it contrasts the sustainability rhetoric of corporations with their business reality. And finally, the working paper draws conclusions and formulates recommendations for policymakers on how to increase the benefits of UN-business interactions in implementing the 2030 Agenda - and how to reduce associated risks and negative side effects. more

The aim of this paper is to map and critically analyse evidence of good practice in prevention and response to gender-based violence (GBV) in ... contexts which can support humanitarian practitioners and policy makers to improve the quality of GBV programming in the field. The paper is structured as follows. Following a brief discussion of key concepts and definitions in relation to GBV, Chapter 2 presents an overview of the extent of GBV in emergencies, and some of the challenges in responding to the problem. Chapter 3 then analyses some of the literature on the evidence of GBV programming effects in humanitarian settings, and draws out key lessons with regard to good practice. Chapter 4 discusses some of the key issues emerging from this review, and Chapter 5 concludes the paper with a discussion of the implications of the findings for research, policy and programming on GBV. more
