Migrants in an irregular situation: access to healthcare in 10 European Union Member States

European Union Agency for Fundamental Rights (2011) CC2
This report explores the access to healthcare granted to irregular migrants in 10 EU Member States. It focuses on migrants who are present in an irregular situation, namely those who do not fulfil conditions for entry, stay or residence. Through interviews with a range of different sources including... more
Children living in humanitarian crises face an increased risk of abuse. While the threats of harm are increasing, the established systems in place to protect them are breaking down. Faced with the COVID-19 pandemic ... its impacts, vulnerable families suffer multiple hardships. Schools are closed and families have been pushed to the brink of poverty, sometimes having been denied the opportunity to protect and provide for their children. The report provides an in-depth analysis of 19 Humanitarian Response Plans and Refugee Response Plans from 2019 more

Human Rights, Minimum Standards and Monitoring at the European and International Levels
Mapping Report - Greece.
The main objective of this guidance is to provide scientific advice on public health principles and considerations for infection and prevention control of COVID-19 in migrant ... refugee reception and detention centres in the European Union and European Economic Area (EU/EEA) and the United Kingdom (UK). more
The Joint Response Plan sets out a comprehensive programme shaped around three strategic objectives – deliver protection, provide life-saving assistance and foster social cohesion. The Plan covers... more
Reducing the humanitarian impact of the use of explosive weapons in populated areas is a key priority for the United Nations, the International Committee of the Red Cross (ICRC), civil society ... an increasing number of Member States. The United Nations Secretary-General has expressly called on parties to conflict to avoid the use in populated areas of explosive weapons with wide-area effects. While the use of explosive weapons in populated areas may in some circumstances be lawful under international humanitarian law (IHL), empirical evidence reveals a foreseeable and often widespread pattern of harm to civilians, particularly from explosive weapons with wide-area effects. Many types of explosive weapons exist and are currently in use. These include air-delivered bombs, artillery projectiles, missiles and rockets, mortar bombs, and improvised explosive devices (IEDs). Some are launched from the air and others are surface launched. Whilst different technical features dictate their accuracy of delivery and explosive effect, these weapons generally create a zone of blast and fragmentation with the potential to kill, injure or damage anyone or anything within that zone. This makes their use in populated areas – such as towns, cities, markets and camps for refugees and displaced persons or other concentrations of civilians – particularly problematic. The problems increase further if the effects of the weapon extend across a wide-area either because of the scale of blast that they produce; their inaccuracy; the use of multiple munitions across an area; or a combination thereof. more
Aviation plays an important role in humanitarian operations around the world, especially in countries where overland transport is difficult or impossible due to insecurity, damaged or inadequate infrastructure, ... challenging climatic conditions. Aviation allows the transport of humanitarian aid workers and humanitarian cargo to communities in some of the world’s most inaccessible places. more
The COVID-19 pandemic presents a rare and immediate opportunity for a norm shift towards localisation in the humanitarian architecture. Whils tinternational ... actors are facing constraints in funding and restrictions on movement and travel, national and local level humanitarian actors are on the ground to respond. A timely investment in localcapacities and capabilities creates a strong platform for effective, efficientand sustained response and recovery from the impact of the COVID-19 pandemic in the days, months and years ahead. more

The Call to Action on Protection from GBV in Emergencies, formally launched in 2013 by the United Kingdom and Sweden, aims to fundamentally transform the way GBV is addressed in ... operations via the collective action of numerous partners, each bringing our various strengths and capacities to the table. Our goal is to drive change and foster accountability within the humanitarian sphere. The commitment to act and to hold ourselves accountable for action is what binds us together under the Call to Action. more
This technical guidance outlines current evidence, knowledge and best practice relating to incidences of violence and injuries among refugees and m... more
The use of explosive weapons, such as bombs, rockets, and mortar and artillery shells, in cities, towns and villages ... in other populated areas has devastating humanitarian consequences. Explosive weapons act mainly through the projection of blast and fragmentation within an area. Their use, in populated areas, causes severe suffering to civilians, both in terms of death and serious injury resulting directly from the explosion, and in terms of damage to property and public infrastructure, which can indirectly affect civilian well-being and survival, sometimes for many years after a conflict has ended. Explosive weapons also leave behind explosive remnants that pose a threat to populations until those remnants are removed. [...] The study finds that the regulation of explosive weapons under international law and policy is fragmentary and incoherent. more
