This document is the third iteration of the Flash Appeal for Ukraine, which was originally published on 1 March 2022 and revised once in mid-April. This updated Flash Appeal covers the period of 10 months following the onset of the war in Ukraine that started on 24 February 2022 (i.e., from March to... December 2022). The financial requirement of this Flash Appeal reflects the humanitarian needs from March until the end of 2022, taking into account the funding status and the response achievements to date, as well as the realistic projection of response capacity in the second half of the year.

El Niño conditions persisting during the 2015/16 planting season have caused the worst drought in 35 years in Southern Africa, resulting in a second consecutive failed harvest. This has created severe food shortages and compounded existing vulnerabilities. Since July 2016, Namibia and Botswana have... declared national drought emergencies, in addition to the declarations made earlier by Lesotho, Malawi, Swaziland and Zimbabwe. Madagascar issued a letter of solidarity with the SADC Appeal, and Mozambique has maintained a red alert in affected areas.

In 2017, the World Bank and partners created the Global Investment Framework for Nutrition as a roadmap towards achieving the World Health Assembly (WHA) nutrition targets by 2025. The framework estimates that the world needs to mobilize an annual additional investment of $7 billion per year to scal...e-up nutrition-specific interventions at the level needed to achieve the global targets. However, the world is off-track to meet the global targets. And it is unclear whether additional resources will be mobilized for life-saving and cost-effective nutrition-specific interventions, or whether donor support will be enough to meet the annual resource need established by the framework.

Myanmar has made significant progress in its disaster management policies, plans, and procedures since 2008, when Cyclone Nargis impacted the country leaving devastation in its aftermath. The Government of Myanmar (GoM) has modified the government structure and created new authorities and plans to i...mprove the effectiveness of disaster management at all levels. While this progress is encouraging and shows the determination of the government to make necessary adjustments, the resources to implement the policy changes have been slower to develop. The 2012 NDRMP lays out the Disaster Risk Management (DRM) architecture of the country and provides guidance for DRM intervention at all levels. However, implementation has been slow and resource challenges exist throughout the government.
The PNG government’s policy and institutional framework... for DRM still faces numerous obstacles. The main challenges in moving towards a more proactive and systematic approach to manage risks and build resilience include 1.) the limited coordination between DRM and Climate Change Adaptation agencies; 2.) the slow migration from emphasis on response to risk reduction and management; 3.) the limited institutional capacity for planning and design of risk informed investments; and 4.) the lack of available historic natural hazard data, which hinders the assessment of risks.

This issue is currently being examined from political, legal, soci...o-economic and humanitarian perspectives. The GICHD has undertaken research to provide a technical perspective on the destructive effects of selected explosive weapons to inform the international debate.
The research project attempts to reduce an observed knowledge gap regarding EWIPA. It seeks to provide clarity concerning the immediate physical effects and terminology used when discussing explosive weapons. The project is guided by a group of experts dealing with weapons-related research and practitioners who address the implications of explosive weapons in humanitarian, policy, advocacy and legal fields.

The occurrence of droughts has increased in recent years due to the effects of the El Niño-Southern Oscillation (ENSO) cycle, which brings drier-than-average rainfall conditions. 22.9% of surveyed Syrian refugees aged 2 years and above had disabilities (1,374 persons out of 6,003 persons): 13.8% in Azraq camp, 23.5% in Irbid and 30.5% in Zaatari camp. Understanding disability as the level of difficulties a person is facing when performing basic activities that could put him/...her at risk of not participating in society, the prevalence of disability found by the study was markedly higher than the existing disability statistics at around 2-3% to less than 10%, many of which used questions focusing on a person’s medical conditions or impairments.

This study provides evidence of a large gap between the need of MHPSS among Syrian refugees and provided services. Of the 1082 respondents in this study, 62% expressed that they needed assistance to deal with physical pain and distress. Almost 80% reported being in pain, of which 27% were in severe or very severe pain. Additionally, 55% suffer from distress and 56% rate their own health as fair or poor. Even among the 18-25-yearolds, the prevalence of reporting their overall health as fair was 30.7%. For functionality levels, 28.5% felt severely or extremely emotionally affected by their health problems, and more than 20% had serious difficulties in doing day-to-day work. On the other hand, the majority (72-74%) had no problems in maintaining friendships and participating in community activities
