Despite the stated centrality of protection in humanitarian action and a growing attention to protection activities, the evaluation of protection has received relatively little attention. This pilot guide seeks to fill this gap, providing insights and guidance to those evaluating protection in the c...ontext of humanitarian actionmore
The ECDC Communicable Disease Threats Report (CDTR) is a weekly bulletin for epidemiolgists and health professionals on active public health threats. This issue covers the period 7-13 August 2016 and includes updates on Zika virus, yellow fever in Angola, polio, MERS CoV and West Nile virus.
The information in this report is up-to-date as of June 2016.
The report, which follows a field visit to the country between 28 May and 6 June, also emphasises the need for international organisations to be mindful of the long present efforts of Greek lawyers and NGOs in the field, and recommends... that new initiatives should be targeted and sustainable.more
Integrating WASH and MHCP interventions will always require imagination and creativity to adapt the approach to specific conditions, opportunities and constraints in each context. The book is designed to stimulate reflection and encourage initiatives to seek opportunities for closer integration of t...hese two sectors. It provides examples and tools for integration, highlights possible obstacles and proposes strategies for overcoming them. It provides ideas, examples and resources that can be used at all stages of the project cycle. It is intended for readers at strategic and operational levels, in ACF country missions and at headquarters.more
The aim of this paper is to map and critically analyse evidence of good practice in prevention and response to gender-based violence (GBV) in humanitarian contexts which can support humanitarian practitioners and policy makers to improve the quality of GBV programming in the field. The paper is stru...ctured as follows. Following a brief discussion of key concepts and definitions in relation to GBV, Chapter 2 presents an overview of the extent of GBV in emergencies, and some of the challenges in responding to the problem. Chapter 3 then analyses some of the literature on the evidence of GBV programming effects in humanitarian settings, and draws out key lessons with regard to good practice. Chapter 4 discusses some of the key issues emerging from this review, and Chapter 5 concludes the paper with a discussion of the implications of the findings for research, policy and programming on GBV.more
Humanitarian NGOs have made increased use of Private Security Providers (PSPs) over the last decade. There is a gap between the ways that NGOs actually use PSPs and the regulation of this engagement. These guidelines aim to assist humanitarian NGOs in reaching an informed decision about when, how an...d under what conditions to seek PSP services. The guidelines are aimed at operational managers of NGOs, from headquarter to field level. The guidelines do not only cover armed guarding or armed protection, but can be applied to the wide range of services provided by PSPs. Document also available in French. more
This EISF report provides an analysis of the issues surrounding the relationship between NGO’s and their local partners. It includes a section on the topic and its background, responsabilities towards the partner organisation and particularly in terms of security, how to enable and help the partne...r in developing a project from start to finish, the challenges of developing that capacity in the partner organisation. It also includes three anexes, namely a Partner Security Level Assessment, a Checklist of organisational security perspectives and Participants.more
Security Risk Management and Religion: Faith and secularism in humanitarian assistance examines the impact that religion has on security risk management for humanitarian agencies, and considers whether a better understanding of religion can improve the security of organisations and individuals in th...e field.more
Gender and security is a complex issue, and this research found that there are different levels of comprehension of what it means in humanitarian and development assistance practice. The aims of the paper are twofold: to raise general awareness about gender and how it relates to security risk manage...ment, and to provide practical tools for effective integration of gender-specific considerations to the existing security management practices. Document also available in French and Spanish.more
The Cost of Security Risk Management for NGOs explores the costs related to safety and security management for aid programmes. It aims to assist all aid practitioners to determine their risk management expenditure more accurately, and demonstrate an evidence-based approach when presenting this infor...mation to donors.
The paper will be particularly relevant to those responsible for programme planning and management, donor proposal writing, as well as safety and security risk management.more
The transformation of the humanitarian landscape has already made a significant impact on the operational security of INGOs and other humanitarian actors. This report serves to inform strategic policy priorities and approaches to security planning and coordination, and addresses three main questions...: 1. What are the emerging trends, developments and drivers of change that are likely to affect or change security issues and considerations in the humanitarian environment of the future? 2. How will the humanitarian sector need to adapt in order to continue to deliver programmes within this changing operational context? 3. How prepared are organisations for this future, and what might they need to do differently in order to be prepared?more
