Throughout the Syrian conflict, the government has imposed multiple administrative processes on humanitarian organisations to limit their ability to operate independently. This includes restricting the operational environment; undermining organisational independence; imposing local partners; influencing procurement procedures; and preventing direct monitoring and evaluation.
While some level of coordination with the government might be a pragmatic necessity to ensure the safety of operations in regime-controlled areas, this cooperation should not enable the government to use aid for military or political purposes. Consequently, international humanitarian organisations have an ethical dilemma in how they provide aid in these areas without undermining their principles of humanity, independence, impartiality and neutrality.

De l’analyse des résultats de cette évaluation réalisée conformément aux normes admises par
l’OMS en la matière, il ressort qu’en République du Bénin, la gestion des produits
pharmaceutiques dans le secteur public présente une vulnérabilité modérée à la corruption.
Sur les six (06) fonctions ayant fait l’objet de l’évaluation, seule celle liée au contrôle de la
promotion des médicaments présente une forte vulnérabilité à la corruption en raison de la faible

ie ; (iii) Renforcer durablement le système de santé ; (iv) Améliorer la gouvernance du secteur de la santé et (v) Améliorer les conditions socio-économiques des groupes vulnérables. Après avoir décliné la place du secteur dans l’économie nationale, l’articulation des stratégies sectorielles avec les politiques nationales et la mission du secteur, le document se présente comme suit : le premier chapitre dresse les orientations stratégiques du secteur avec un diagnostic, les résultats de développement du secteur et une définition des Objectifs stratégiques. Au deuxième chapitre la programmation opérationnelle à moyen terme sera définie avec une présentation des Programmes et la budgétisation à moyen terme. Enfin, le troisième chapitre évoquera le dispositif de suivi-évaluation du DPPD.

Il a été produit sur la base des informations recueillies auprès des 24 programmes et des différents projets spéciaux à partir du système de suivi évaluation. Le processus a été guidé par l'engagement de WVS qui consiste à travailler en collaboration avec les partenaires pour améliorer le bien-être des enfants, en particulier les plus vulnérables.
