The integrated Global Action Plan for Pneumonia and Diarrhoea (GAPPD)
Eleven (11) districts in Rwanda were initially were considered most at risk of the outbreak, namely:
• Rusizi, Nyamasheke, Karongi, Rutsiro, Rubavu (bordering DRC)
• Musanze, Burera, Gicumbi and...n> Nyagatare (bordering Uganda)
• Kigali city (comprised of 3 localities) due to the presence of Kigali International Airport.
The National Contingency plan was revised in February 2019 and two districts added to the list (Nyabihu and Nyanza), bring total districts at risk to 13. During the timeframe, the operation, however covered the 11 initial districts.

In February 2014, there was an outbreak of the Ebola Virus Disease (EVD) in Guinea, which has spread to Liberia, Mali, Nigeria, Senegal and Sierra Leone causing untold hardship ...e-to-highlight medbox">and hundreds of deaths in these countries. As of 6 March 2015, a total of 24,282 cases, and 9,976 deaths, which were attributed to the EVD, had been recorded across the most affected countries of Guinea, Liberia and Sierra Leone. In the Democratic Republic of Congo (DRC), an outbreak of the EVD was also reported, but is considered of a different origin than that which has affected West Africa.
