The Cartagena Declaration on Refugees was adopted by the Colloquium on the International Protection of Refugees in Central America, Mexico and Panama on November 22, 1984. The declaration is a non-binding agreement but has been incorporated in refugee law in various countries. The Cartagena Declarat...ion on Refugees bases its principles on the “commitments with regards to refugees” defined in the Contadora Act on Peace and Cooperation (which are based on the 1951 UN Refugee Convention and the 1967 Protocol).
It includes a range of detailed commitments to peace, democratization, regional security and economic co-operation. It also provided for regional committees to evaluate and verify compliance with these commitments.

Los cambios del contexto en 2018 nos traen varios desafíos y oportunidades para el 2019. Este año tuvimos la posesión del Presidente Duque y un redireccionamiento de las prioridades del Gobierno en la agenda nacional. Asimismo, observamos un incremento sustantivo en los flujos migratorios mixtos ...provenientes de Venezuela, mientras en algunas de las zonas históricamente más afectadas por el conflicto armado se ejercían esfuerzos para la implementación de los Acuerdos de Paz con las FARC-EP. En ese contexto, observamos en algunas regiones del país la continuidad de dinámicas de violencia con afectaciones a la población civil y el subsecuente deterioro de los indicadores humanitarios: el desplazamiento interno, restricciones a la movilidad, amenazas y asesinatos a líderes(as) y defensores(as) de derechos humanos, incidentes MAP/MUSE. Todos ellos alcanzaron niveles que no registrábamos desde hace algunos años. Además, la incertidumbre por los diálogos de paz con el Ejecito de Liberación Nacional aumenta el riesgo de estos desafíos.

El informe ofrece un análisis de los mayores retos para asegurar la acción humanitaria y da recomendaciones sobre aspectos que mejorar. Este estudio ayudará a mejorar la manera en que el personal humanitario hace su trabajo en entornos de seguridad complejos.
Cuando la asistencia humanitaria es coordinada adecuadamente y responde a las necesidades reales, sus beneficios son mucho mayores para las víctimas y puede jugar incluso un papel importante en el desarrollo del país.

El 11 de marzo de 2020, la Organización Mundial de la Salud -OMS declaró al COVID-19 como pandemia mundial. Si bien la enfermedad se extendió lentamente a los países de Améri...ca Latina y el Caribe -ALC al principio, desde finales del mes de febrero el número de casos confirmados ha aumentado exponencialmente, acercándonos a 2,0 millones de casos confirmados y 124.667 muertos (al 19 de mayo de 2020).

La Commission européenne contre le racisme et l'intolérance (ECRI) a été créée par le Conseil de l'Europe. C'est un organisme indépendant qui veille au respect des droits de l'homme dans la lutte contre le racisme, la discrimination (fondée sur la "race", l'origine ethnique ou nationale, la ...couleur, la nationalité, la religion, la langue, l'orientation sexuelle et l'identité de genre), la xénophobie, l'antisémitisme et l'intolérance. Les membres de la Commission sont indépendants et impartiaux. Ils sont nommés sur la base de leur autorité morale et de leur expertise reconnue en matière de racisme, de xénophobie, d'antisémitisme et d'intolérance. Dans le cadre de son mandat statutaire, l'ECRI produit des rapports nationaux pour chaque pays qui analysent la situation en matière de racisme et d'intolérance dans chaque Etat membre du Conseil de l'Europe et font des propositions pour résoudre les problèmes identifiés.
