This kit is intended for use by health care providers who are trained in appropriate management of emergent surgical issues and are acting within their scope of practise. It is designed for use in areas where basic levels of infrastructure exist. The composition of TESK has recently been revised in collaboration with the International Committee of the Red Cross to meet the dynamic requirements of emergency situations. In general, this kit contains oral and IV medicines including cold chain drugs and medical supplies including renewables and instruments.
WHO TESK is intended to provide the resources needed for surgical procedures in operating theatres. Some of the sub-units may be used for simpler procedures that may occur in other parts of the facility.

Throughout the Syrian conflict, the government has imposed multiple administrative processes on humanitarian organisations to limit their ability to operate independently. This includes restricting the operational environment; undermining organisational independence; imposing local partners; influencing procurement procedures; and preventing direct monitoring and evaluation.
While some level of coordination with the government might be a pragmatic necessity to ensure the safety of operations in regime-controlled areas, this cooperation should not enable the government to use aid for military or political purposes. Consequently, international humanitarian organisations have an ethical dilemma in how they provide aid in these areas without undermining their principles of humanity, independence, impartiality and neutrality.

This can be achieved through enhancing and developing facilities, and medical & service devices management. This guideline seeks to develop work mechanism for engineers, technicians and the PHCCs’ facilities and medical & service equipment maintenance workers; clarify the concept of maintenance, its importance and classifications in health area, its planning and implementation, the tasks and duties of other directorates and departments of the Ministry in relation to all kinds of maintenance. Add to that preparing documents and forms, which are used in documenting and monitoring the steps required to be accomplished in the maintenance of PHCCs’ facilities and medical & service equipment, for the equipment to perform the best possible services for people and get their satisfaction.
