Program Implementation Manual (PIM)
The Save One Million Lives Program for Results (SOML PforR) is a Federal GovernmentofNigeria maternal an...d child health program, supported by the World Bank, which provides incentives based on achievement of results (health outcomes) and helps to drive institutional processes needed to achieve these results.
This Program Implementation Manual provides a description of the program and operational guidelines for effective implementation. The Manual contains guidelines and procedures relating to disbursements and fund flows, institutional arrangements, financial management as well as monitoring and evaluation, while providing clear definition of the roles and responsibilities of all stakeholders.more
Recommendations and Summary
This report explores the impact of COVID-19 on humanitarian access in the initial months of the crisis, including both the delivery ...edbox">of assistance and performance of protection activities. It examines the varying crisis responses, including the shift to a more localized approach in certain cases. The analysis draws on case research from Colombia, Myanmar, Nigeria, South Sudan and Yemen, as well as on wide-ranging interviews with humanitarian practitioners and experts from around the world. The research was conducted between August – November 2020. It does not make claims about the legitimacy ofgovernment decisions to restrict access – indeed, in many instances, there appeared to be a clear objective of limiting the spread of COVID-19 – but instead focuses on how access limitations have affected the delivery of aid.

Protecting Patients, Supporting Practitioners in Tandem.
HRI Global is an independent health consultancy which specialises in Whole Health System Strengthening in the public and private sector by implementing the 12-Pillar Clinical Governance Programme (12-PCGP) in primary, secondary and tertiary h...ealth facilities/institutions; by working with the management and staff of the institutions and with local and national government. The programme protects patients and supports practitioners in tandem, enabling the facilities to become clinically governed to deliver quality and patient-centered care.
HRI Global is the founder and lead implementer of the 12-Pillar Clinical Governance Programme, which was designed and piloted in Cross River State, Nigeria, in 2004. HRI Global’s home-grown version of Clinical Governance is suitable for low and middle income countries (LMICs) in both government and privately-owned health facilities.more
Kenya has great potential for enhancing education for individuals with intellectual disabilities. The fact that it has recognized the need to care for learners with special needs is commendable. In comparison to many African countries, Kenya and Nigeria...pan> are ahead in developing programs for special education in institutions of higher learning, and in starting schools and units for special education. However, a legal mandate is still required as it would seal many loopholes that currently exist. Without it, the assessment of individual with intellectual disabilities cannot be administered correctly and professionally. In this article, the authors present a coherent account on various aspects related to learners with intellectual disabilities in Kenya. No doubt, the issues and challenges identified call for attention by not only the governmentof Kenya but also those interested in improving the status of learners with intellectual disabilities.more
Development finance institutions owned by European governments and the World Bank Group are spending hundreds of millions of dollars on expensive f...or-profit hospitals in the Global South that block patients from getting care, or bankrupt them, with some even imprisoning patients who cannot afford their bills. At the height of the COVID-19 pandemic, some of these same hospitals denied entry to patients suffering from the virus or sold intensive care beds at eyewatering prices to the highest bidder. These development institutions have woefully inadequate safeguards, invest via a complex web of tax-avoiding financial intermediaries, and offer little to zero evidence on the impacts their investments are having. Oxfam is calling on rich-country governments and the World Bank Group to immediately halt their spending on for-profit private healthcare, and for an urgent independent investigation to be conducted into all active and historic investments.more
The spread of COVID-19 poses a challenge for emerging markets such as those in Africa and Latin America. While governments around the world are suffering from a shortage ...ghlight medbox">of ventilators, hospital beds, and personal protective equipment, availability of these items is already extremely limited in some countries. In Africa, countries including Mali, Liberia, and Burkina Faso have only a few ventilators available to aid their populations, and there is also a lack of reliable oxygen supplies, ICUs, and healthcare workers to treat the sick. Additionally, many countries in Africa are already suffering from food insecurity and weak economies, which will worsen the long-term effects of coronavirus.
Keeping these factors in mind, GeoPoll conducted a remote study in 12 countries in sub-Saharan Africa on the effects coronavirus is already having on people throughout the region.

Building on Nigeria’s Call to Action to Save Newborn Lives, the Federal Ministry of Health (FMoH) has developed the National Strategy and Implementation Plan for Scale-up ...-highlight medbox">of Chlorhexidine. The Ministry incorporated existing maternal, newborn, and child health plans with additional comprehensive strategic planning and consultation to develop a comprehensive, five-year costed scale-up plan. The strategy and implementation plan is intended to guide programming, resource allocation, and commitments to achieve the national objective of Chlorhexidine uptake of 52% after the fifth year of national scaleup.
