for strengthening the NCDM and the Sub-National Committees for Disaster Management. Cambodia’s legislature then passed the Law on Disaster Management in June 2015. This legal framework for disaster management assigns legally binding roles and responsibilities, establishes institutions, and assists with the allocation of resources and coordination. NCDM is Cambodia’s lead government agency for emergency preparedness and relief. The NCDM provides the overall leadership of the Plan of Action for Disaster Risk Reduction (DRR) coordination in Cambodia. These development institutions have woefully inadequate safeguards, invest via a complex web of tax-avoiding financial intermediaries, and offer little to zero evidence on the impacts their investments are having. Oxfam is calling on rich-country governments and the World Bank Group to immediately halt their spending on for-profit private healthcare, and for an urgent independent investigation to be conducted into all active and historic investments.

e cyclone shelters have proved to be useful, they are more in the nature of disaster management, that is, they are measures that come in useful particularly in the event of a cyclone. The approach of this study has been to look at existing houses and the process of building and maintaining these houses in the face of frequent cyclonic storms and storm surges, and gather information on shared knowledge and collective experiences of the people in all aspects of house building. The aim of this study is to find ways to make traditional structures more cyclone resistant and less prone to wind damage.
