The failure to protect the people most vulnerable to climate change is especially alarming given the steady increase in the number of climate and weather-related disasters. According to the World Disasters Report, the average number of climate and weather-related disasters per decade has increased n...early 35 per cent since the 1990s.
Over the past decade, 83 per cent of all disasters were caused by extreme weather and climate-related events such as floods, storms, and heatwaves. Together, these disasters killed more than 410,000 people and affected a staggering 1.7 billion people.

A Resource Guide for Country Offices
Since fighting between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) erupted in mid-April, an estimated 6.3 million people have fled their homes, taking refuge inside and outside the country, with children representing about half of the people displaced. Sudan is now the country... with the largest number of displaced people in the world as prior to the fighting there were 3.7 million people internally displaced in Sudan. It is also now the country with the largest child displacement crisis in the world. ACLED estimates that more than 10,400 people have been killed since the fighting broke out in April, of which about 1,300 killings happened between 30 September and 27 October.

Humanitarian emergencies result in a breakdown of critical health-care services and often make vulnerable communities dependent on external agencies for care. In resource-constrained settings, this may occur against a backdrop of extreme poverty, ma...lnutrition, insecurity, low literacy and poor infrastructure. Under these circumstances, providing food, water and shelter and limiting communicable disease outbreaks become primary concerns. Where effective and safe vaccines are available to mitigate the risk of disease outbreaks, their potential deployment is a key consideration in meeting emergency health needs. Ethical considerations are crucial when deciding on vaccine deployment. Allocation of vaccines in short supply, target groups, delivery strategies, surveillance and research during acute humanitarian emergencies all involve ethical considerations that often arise from the tension between individual and common good.
