Two thirds of all Syrians have lost their homes and their livelihoods. Millions of Syrians have been uprooted from their home communities and forced to flee within their country or to neighbouring countries. The consistent spill-over has drawn global attention not just to the humanitarian crisis facing both local communities and national governments but also to the economic and social strain. The bloodshed wreaked by the different parties continues. The suffering deepens. Approximately half of the Syrian refugees and displaced persons are children and young people who suffer from a double-vulnerability: as children and as migrants or refugees.

These mechanisms may include family supports, peer group supports, and community groups such as primary and secondary schools, non-formal education and vocational training structures, women’s groups, religious groups, and youth groups, as well as traditional community processes, government mechanisms, and mechanisms initiated by international or domestic non-governmental organisations (NGOs). In diverse contexts, CBCPMs represent front-line, day-to-day efforts to protect children from exploitation, abuse, violence, and neglect and to promote children’s well being. This study, together with a parallel study conducted among the urban refugee population in Uganda, is the first study of CBCPMs undertaken in refugee settings.

The Organisation of African Unity (OAU) Convention Governing the Specific Aspects of Refugee Problems in Africa takes into account the unique aspects of the refugee situation on the African Continent. The 1951 Geneva Convention definition of refugees

as "persons fleeing a well-founded fear of persecution" had not considered several problems encountered by African refugees and was too narrow within the African context. As a result, Article One of the OAU Convention adds a second paragraph to extend the definition of the term "refugee" and include external aggression, occupation, foreign domination or events seriously disturbing public order as causes of migration and flight.
