These guidelines are primarily aimed at education staff trying to
develop inclusive education practices, focussing on including disabled
children in schools.While this book focuses on disabled children, we
hope it will be useful for developing general inclusive education
practices. Community groups and non-governmental organisations, as
well as people working in community-based rehabilitation(CBR) and
the wider disability context, could also use these guidelines to provide
input into inclusive education work.
While the guidelines focus primarily on schools, much of the
information is still relevant to readers working in out-of-school
situations.

To optimize the speed and volume of critical humanitarian assistance, the HCT has developed this Plan to:
1. Reach a common understanding of earthquake risk to ensure early action is taken when required.
2. Establish a minimum level of earthquake preparedness across clusters.
3. Build the basis for a joint HCT response strategy to meet the needs of affected people in the first 6 weeks to 3 months of a response.
4. Define considerations for detailed contingency planning on the basis of the worst-case scenario, especially around access and logistics.

In early October, Ukrainian forces continued recapturing areas of southern and eastern oblasts, notably Lyman (Donetsk oblast). The liberation ...>of thousands of square kilometres resulted in the grim discovery of two new mass graves in Lyman and Sviatohirsk (containing of 120 civilian bodies). Shelling and missile strikes continue to cause the majority of casualties with 1,043 civilian casualties registered by OHCHR in October. Five waves of missile attacks on urban centres were recorder in October alone, leading to widespread disruption of energy supply with millions of citizens being deprived from electricity and water at times during the month.

Ethiopia also registered more than 13,000... recoveries and more than 600 deaths. As of the last week of August, Ethiopia was leading eastern African countries with the highest number of cases.

In the last quarter of 2019 Southern African Regional Interagency Standing Committee Africa (RIASCO) reported that more than 11 million people were experiencing crisis or emergency levels of food in...security in nine Southern African countries1 due to deepening drought and climate related crisis. The Southern African Development Community (SADC) urged for urgent humanitarian action, and at the beginning of November 2019 Angola, Botswana, Lesotho and Namibia had declared states of drought emergencies, requiring international assistance to address the worsening food insecurity situation.

This report finds that although Lebanese law bars schools from discriminating against children with disabilities, public and private schools exclude many children with disabilities. For those allowed to enroll, schools often lack reasonable accommod...ations, such as modifications to the classroom environment and curricula or teaching methods to address children’s needs. Schools also require the families of children with disabilities to pay extra fees and expenses that in effect are discriminatory.

Conditions of return vary widely, as returnees arrive back to areas not directly affected by the war, but which have experienced a significant influx of internally displaced persons (IDPs), as well as to conflict-affected and recently de-occupied areas which have sustained severe damage.

The Monitoring Report, which covers the first two months of the response from 25 August to 31 October, highlights the work of the Government of Ban...gladesh, in cooperation with humanitarian partners who are working to provide relief services for the refugee population and Bangladeshi host communities. Of the 1.2 million people in need, around half have been reached with assistance. The Report also explains the challenges and gaps that remain. The risk of disease outbreak is high, and the impact of a cyclone or heavy rain would be massive. There is not enough land to provide adequate living conditions for the more than 830,000 refugees that now crowd Cox’s Bazar.

(Bono de Protección Familiar or BPF), a new social protection programme that covers informal workers, which
captures the difficulties in reaching unregistered populations amid lockdown and containment measures.

This study has been produced jointly by Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, a federally owned enterprise, implementing development programmes on behalf of the German Government, and... CBM, a non-governmental organisation. Accordingly, its aim is to offer guidance to those in both governmental and non-governmental organisations on development cooperation. Given the wide and differing range of implementation procedures, levels of intervention and organisational cultures, it is not a ready-to-be-applied toolbox with concrete blueprints for action. Rather, it raises awareness on core human rights and disability – inclusive principles. It explains and illustrates the implications of applying these principles to development practice. Practitioners can therefore use the guidance to initiate a process of consideration of how to embed these principles within their programmes.
