A “catastrophic” combination of drought and communities’ declining resilience has left an estimated 2.3 million people facing severe acute food insecurity – up from an estimate of 1.7 million people a month ago.
Communities across souther...n Africa have been affected by drought since late 2018.
This year, large parts of southern and western Zambia received their lowest seasonal rainfall totals since at least 1981, the base year from which normal rainfall is benchmarked. At the same time, northern and eastern parts of the country were affected by flash floods and waterlogging, resulting in poor harvests.

Working Paper 589 July 2021T
This companion to the ALNAP EHA Guide offers protection-specific insights for evaluators and evaluation commissioners across the humanitarian sector. It covers the planning, data management and anal...ysis phases of evaluation and addresses a range of challenges that – whilst not all unique to protection – are often exacerbated by the contexts in which protection activities typically take place. Challenges addressed include those arising from the multi-faceted nature of protection activities, the difficulty understanding cause-effect relationships underlying protection risks, and the challenges of accessing and managing very sensitive data, sometimes drawn from communities in conflict.

Little is known about foreign aid provided by private donors. This paper contributes to closing this research gap by comparing the allocation of private humanitarian aid to that of official humanitarian aid awarded to 140 recipient countries over the 2000-2016 period. We construct a new database tha...t offers information on the country in which the headquarters of private donors are located to test whether private donors follow the aid allocation pattern of their home country. Our empirical results confirm that private aid “follows the flag.” This finding is robust against the inclusion of various fixed effects, estimating instrumental variables models, and disaggregating private aid into corporate aid and NGO aid. Donor country-specific estimations reveal that private aid from China, Sweden, the United Kingdom, and the United States “follow the flag.”
