The hardest-hit city of all has been Mariupol, where relentless Russian attacks have left many areas in ruins. In Bucha and other towns northwest of Kyiv, Russian soldiers have extrajudicially executed civilians and looted civilian property. More than 14 million people have been uprooted by the conflict, with close to six million fleeing to neighbouring countries as refugees. Sexual crimes have been reported.
There are reports that Ukrainian forces have operated out of residential areas, drawing Russian fire there and endangering the civilian population. There is also compelling evidence to indicate that both Russian and Ukrainian forces have mistreated prisoners of war.

While there is child protection mainstreaming guidance for how to work with specific sectors (e.g. WASH, nutrition, distribution) this “All Sectors” briefing note can give CPiE staff the big picture of shared child protection mainstreaming messages that should be conveyed to all sectors. y message of this paper, building on recent reports by the IMF and SDSN (IMF, 2019b; SDSN, 2018) is that the governments of Low-Income Developing Countries (LIDCs) will require a substantial increase in fiscal (budget) revenues, far beyond what they can achieve by their own fiscal reforms. For this reason, SDG financing will require substantial international cooperation to enable the LIDCs to finance their SDG fiscal outlays. One important source of increased revenues should be the globally coordinated taxation of ultra-high-net worth assets. Today’s ultra-rich should help to pay for the survival and basic needs of the world’s poorest people.
