Policy brief, 24 July 2020 The COVID-19 pandemic has affected older people disproportionately, especially those living in long-term care facilities. In many countries, evidence shows that more than 40% of COVID-19 related deaths have been linked to long-term care facilities, with figures being as h... more
Women have less access to the development services and support – such as adequate healthcare, education and modern technology – that make people more resilient to climate change ... other shocks and stressors.2 Women’s unequal access to resources, their disproportionate responsibility for care of dependents (typically unpaid), and the insecurity and precariousness of their paid labour all contribute to the feminisation of poverty and women’s heightened vulnerability to climate hazards. Climate change is a multiplier of existing vulnerabilities and threatens to reverse hard-earned development gains for all people, and particularly for women. more
While much progress has been achieved over the past year, the Region of the Americas has stubbornly remained the epicenter of the COVID-19 pandemic. PAHO is launching its 2021 COVID-19 Response Strategy and Donor Appeal to continue supporting Latin... more
The brief concludes that sustaining the continuity of EHS requires policies that ensure a whole-society and systems strengthening approach. This involves increased health care investment, community engagement, disease control regulations, ... multisector approaches to improve resilience, EHS quality, and equity. more
The coronavirus disease (COVID-19) pandemic exacerbated pre-existing inequalities in the treatment and care of noncommunicable diseases (NCDs). This report examines the effect of the COVID-19 pandemic on access to NCD medicines, ... the policies and strategies implemented by countries and health systems to anticipate and mitigate stresses across NCD medicine supply chains. The full range of upstream and downstream impacts are investigated, including: manufacturing; procurement, importation and last mile delivery; patient-level effects through affordability and availability; and the effects on NCD medicine availability by category of disease. The report culminates in recommended actions and interventions for key stakeholders in the NCD pharmaceutical supply chain, including governments, regulatory authorities, manufacturers and the private sector; as well as directions for future research for improving access and supply chain access resilience. more

A case study of the Uganda National Minimum Healthcare Package

Kadowa, Isaac Regional Network for Equity in Health in east and southern Africa (EQUINET) (2017) C1
Regional Network for Equity in Health in east and southern Africa (EQUINET): Disussion Paper 110
This report compiles evidence from published, grey literature ... key informants on the UNMHCP since its introduction in Uganda’s health system, and findings were further validated during a oneday national stakeholder meeting.
Three main factors motivated introduction of the UNMHCP. First, Uganda, along with other lowincome countries, was unable to implement holistically the primary healthcare (PHC) concepts as set out in the Alma Ata Declaration. Second, the macro-economic restructuring carried out in the 1990s, which was an international conditionality for low-income countries to access development financing, influenced the trend towards more stringent prioritisation of health interventions as a means of rationing and targeting use of resources. Third, the government sought to achieve equity with a service package that would be universally available for all people. more

For the estimated 20 million refugees and 25 million internally displaced people worldwide, well-planned settlements can help to maximise their protection ... security, and support them to minimise the spread of disease, manage natural resources sustainably, and maintain good relations with their hosts until durable solutions to their displacement are achieved. The result of extensive consultations with a wide range of specialist organisations, this book takes a holistic view of shelter for displaced populations, extending beyond refugee camps to consider support for all of the settlement and shelter options open to displaced people. It offers co-ordinators and specialists a common planning tool which links strategy, programmes, projects, and technical information for use in the field more

Previous crises, such as the Ebola virus disease (EVD) in West Africa in 2014, indicate the direct impact movement restrictions and disease containment efforts have on food availability, access, utilization ... violence – particularly gender-based violence (GBV). As the number of transboundary pest and animal and foodborne disease outbreaks rises, so does the number of people who are chronically hungry due to these ... other factors. The correlation can be explained by the link between our health and that of the planet. We rely on land and sea for the production of safe and quality foods for our daily nourishment. Pests and disease epidemics negatively impact the quality, quantity and safety of our food sources, and cripple economic growth and efficiencies in production. Furthermore, the epidemic and endemic levels of the pathogens and disease vectors can be difficult to control. This is why FAO stresses and promotes the special efforts required for cost-effective preventive measures rather than the more expensive control, disinfestation, treatment and disposal measures. When preventive measures are late or difficult, preparedness and contingency plans must be in place to enable rapid response. Early warning systems, based on close monitoring, surveillance, and timely reporting are fundamental to warn and empower communities to safeguard their livelihoods and assets by enhancing disease and pest prevention measures and for government services to take immediate measures to protect communities and national economies. more
