Since the start of the pandemic, the region has been hit by multiple natural and biological disasters. At the same time, climate change has continued to warm the world, exacerbating the impacts ...n class="attribute-to-highlight medbox">of many of these disasters. The *Asia-Pacific Disaster Report 2021, *also launched today, shows that the pandemic, combined with the persistent reality of climate change, has reshaped and expanded the disaster “riskscape” in Asia and the Pacific.

This working draft develops guidance on conducting effective evaluations of conflict prevention and peacebuilding work. The current working draft will be used for a one year application phase throug...h 2008. It is the result of an ongoing collaborative project by the OECD DAC Networks on Development Evaluation and on Conflict, Peace and Development Co-operation (CPDC). The two Networks began this collaboration in 2005, responding to the need expressed by CPDC members for greater clarity regarding techniques and issues of evaluation in their field. An assessment of past conflict and peace evaluations and a study of current practices were undertaken in 2006 and identified a need for further guidance.

This paper introduces a new dataset of official financing—including foreign aid and other forms of concessional ...ht medbox">and non-concessional state financing—from China to 138 countries between 2000 and 2014. We use these data to investigate whether and to what extent Chinese aid affects economic growth in recipient countries. To account for the endogeneity of aid, we employ an instrumental-variables strategy that relies on exogenous variation in the supply of Chinese aid over time resulting from changes in Chinese steel production. Variation across recipient countries results from a country’s probability of receiving aid. Controlling for year- and recipient-fixed effects that capture the levels of these variables, their interaction provides a powerful and excludable instrument. Our results show that Chinese official development assistance (ODA) boosts economic growth in recipient countries. For the average recipient country, we estimate that one additional Chinese ODA project produces a 0.7 percentage point increase in economic growth two years after the project is committed. We also benchmark the effectiveness of Chinese aid vis-á-vis the World Bank, the United States, and all members of the OECD’s Development Assistance Committee (DAC).

The report highlights key trends and developments in laws affecting people living with HIV and key populations in Asia and the Pacific over the fiv...e-year period 2014–2019. It updates the legal and policy review conducted in 2016 for UNAIDS, UNDP and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). A database of laws of the 38 Member States of ESCAP was created as part of this review. The database identifies laws that are either punitive or enabling for people living with HIV and key populations in Asia and the Pacific.

Women’s unequal access to resources, their disproportionate responsibility for care of dependents (typically unpaid),
and the insecurity and precariousness of their paid labour all contribute to the feminisation of poverty and women’s
heightened vulnerability to climate hazards. Climate change is a multiplier of existing vulnerabilities and threatens to
reverse hard-earned development gains for all people, and particularly for women.

HIV/AIDS, security and conflict: making the connections
After almost 50 years of military dictatorship, and following the 2010 general elections which were rigged in favour of the military Union Solidari...ty and Development Party (USDP), Myanmar underwent a series of political reforms from 2011 onwards. In November 2015, the first free general elections since the 1990 elections resulted in a victory for the National League for Democracy (NLD). The NLD formed a new government in 2016 with Htin Kyaw as the first non-military president since 1962, and with Aung San Suu Kyi in the newly-created position of State Counsellor.
