During the reporting period no significant rainfall was recorded in Cox’s Bazar: this past week brought 29 mm of rain in comparison to 115.25 mm for the previous week. As expected, far fewer weath...er hazard incidents were recorded in the Rohingya camps: 69 individuals (16 HH) were affected by landslide and wind-storm incidents, versus 660 individuals (155 HH) affected the previous week by fire, flood, water-logging, landslide and wind-storm incidents. Taking advantage of the dry weather, relocation of families at high risk of landslide and flood continues; during the last two weeks a total of 963 individuals (236 HH) were relocated to Camp 4 Extension and Camp 20 Extension. Dry weather also allowed for increased risk mitigation activities.

In early October, Ukrainian forces continued recapturing areas of southern and eastern oblasts, notably Lyman (Donetsk oblast). The liberation of thousands of square kilometres resulted in...n> the grim discovery of two new mass graves in Lyman and Sviatohirsk (containing of 120 civilian bodies). Shelling and missile strikes continue to cause the majority of casualties with 1,043 civilian casualties registered by OHCHR in October. Five waves of missile attacks on urban centres were recorder in October alone, leading to widespread disruption of energy supply with millions of citizens being deprived from electricity and water at times during the month.

After ten years of war, the vast majority of Syria’s children cannot imagine a future in their country, according to a new report by Save the Children...span>. On average, 86% of Syrian refugee children surveyed in Jordan, Lebanon, Turkey and the Netherlands said they would not want to return to their country of origin. Of children displaced inside Syria, one in three would rather be living in another country. Children who fled their homes are struggling to feel safe where they are now, as around two in five children of those surveyed by Save the Children said they face discrimination and a lack of education. Many feel they have no say over their future.

Internally displaced children are twice invisible in global and national data. First, because internally displaced people (IDPs) of all ages are often unaccounted for. Second, because age-disaggrega...tion of any kind of data is limited, and even more so for IDPs.
Planning adequate responses to meet the needs of internally displaced children, however, requires having at least a sense of how many there are and where they are. This report presents the first estimates of the number of children living in internal displacement triggered by conflict and violence at the global, regional and national levels.

This Vademecum has been drafted in adherence to the UN Convention on the Rights of Persons with Disabilities, which has been in force since 2006 and which reaffirms the importance of protecting the safety of people with disabilities in dangerous situations.

Today, the Commission is proposing to activate the Temporary Protection Directive to offer quick and effective assistance to people fleeing the war in Ukraine. Under this proposal, those fleeing the war will be granted temporary prot...ection in the EU, meaning that they will be given a residence permit, and they will have access to education and to the labour market.
At the same time, the Commission is also putting forward operational guidelines intended to help Member States' border guards in managing arrivals at the borders with Ukraine efficiently, while maintaining a high level of security. The guidelines also recommend that Member States set up special emergency support lanes to channel humanitarian aid and recall the possibility of granting access to the EU on humanitarian grounds.
