In the time of coronavirus disease (COVID-19), sex and drug use will continue, regardless of physical distancing orders and policies. People who previously met in community gathering venues such as bars and clubs may now meet in different sites, ones that are “hidden” or less accessible. This, i...n turn, may hinder efforts to reach them with prevention interventions, such as condoms, lubricants, and needle–syringe programmes. With the widespread loss of livelihood and fewer employment opportunities, transactional sex, sex work and sexual exploitation may increase. Anxiety about the pandemic and personal vulnerability also may lead to some disruption in community cohesion, and to changes in the social and sexual norms that influence behaviour.more
This document provides guidance to Member States in the WHO European Region that wish to conduct behavioural insights studies related to COVID-19. Studies can be used to monitor public knowledge, risk perceptions, behaviours and trust with the overall aim to inform national COVID-19 outbreak respons...e measures, including policies, interventions and communications.more
The COVID-19 pandemic has been a formative experience for all humanity and a health emergency of global proportions, presenting a huge challenge to national leaders, health systems, and citizens. The findings of a new report by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) sho...ws that it has also been a test to our democracies and the respect for human rights to which countries across the OSCE committed many years ago.more
The World Health Organization (WHO)6, the Civil Society Action Committee and the Lancet Migration global collaboration are amongst many organisations that have advised governments against returning irregular migrants during the Coronavirus disease 2019 (COVID-19) pandemic. The expulsion of i...rregular migrants to under-prepared countries puts migrants and communities at risk, and is against the principles of solidarity and public health that should inspire action during these challenging times. It also puts at risk the staff who implement these policies. Detention, overcrowded conditions and lack of hygiene all render irregular migrants more vulnerable to the impact of COVID-19. Irregular laborers, agricultura land food workers, cleaners and caregivers are all essential in the response to the pandemic, there fore the temporary or longer term regularisation of migrants to facilitate their access to health, social services and employment should be considered as a humane, practical and self-interested alternative to forcible return.more
The Russian Federation continues to be a major destination country for Central Asianlabour migrants. There were nearly million Central Asians living in the Russian Federation in 2019, mainly coming from Kyrgyzstan, Tajikistan, and Uzbekistan in order to seek employment opportunities. Men continue to... make up the majority of Central Asian migrants in Russia, but the number of women is increasingmore
In Israel, as in other countries, the COVID-19 outbreak highlights existing structural inequities, which compromise the health of some migrant groups. The Israeli case also demonstrate show strong NGOs successfully advocate for the protection of migrants‘health amidst the crisis, madepossible bya c...ertain level ofcooperation withthe Israeli Ministry of Health.Hence, measures for COVID-19preparedness in Israel‘s marginalized migrant communities mostly result from pressure from civil society, against thebackdrop of a generally exclusionary approach toward migrants.4Over time, the Israeli Ministry of Health thus shifted from acknowledging the need to include migrants in preparedness measures toward the realization that particular needs and circumstances amongmigrant communities in some instances require special responses. Givena legacy of neglect and exclusion, this creates challenges for both the authorities and the migrant communities.more
It highlights how proven digital innovation can be replicated to curb the spread of COVID-19 in Africa. It also estimates investment required to implement such high impact solutions.
Asia is home to more than half of the world’s 1.1 billion girls. Gender inequality in many parts of the region means that girls are often systematically disadvantaged and oppressed by poverty, violence, exclusion and discrimination. Girls’ development is hampered by child, early and forced marri...age and high adolescent pregnancy rates. Across the region, genderbased violence against girls and women constitutes a serious and widespread rights violation, particularly with regard to domestic violence, marital rape, and trafficking in women and girls.
Emerging data shows that since the outbreak of COVID-19, violence against girls and women, particularly domestic violence, has intensifiedmore
An interagency guidance note on working with communities in high density settings to plan local approaches to preventing and managing COVID-19. This guidance note is intended for anyone involved in COVID-19 risk communication and community engagement (RCCE) efforts in complex and fragile settings in... Africa.more
This is a real time documentation of strategies and solutions impacting behavioral outcomes critical to pandemic response that can immediately be used by a variety of stakeholders.
This particular playbook addresses behavioral challenges with respect to physical (not social) distancing.
Psychological first aid (PFA) is a method of helping people in distress so they feel calm and supported to cope better with their challenges. It is a way of assisting someone to manage their situation and make informed decisions. The basis of psychological first aid is caring about the person in dis...tress and showing empathy. It involves paying attention to reactions, active listening and, if needed, practical assistance, such as problem solving, help to access basic needs or referring to further options for assistance. PFA helps normalize worry and other emotions, PFA also promotes healthy coping and provides feelings of safety, calming, and hope. These guidelines can be used by Red Cross Red Crescent National Societies to set up and run different kind of remote services for the public during the time of a COVID-19 response. It should be noted that the target group for the guidelines are adults.more
Practical considerations
It provides more detailed and practical guidance for continuing services for each life stage across the life-course continuum. As such, both documents should be read and used together. The countries in South-East Asia and the Pacific regions would like to adapt the guidance... within the national and sub-national continuity plans, based on the local situation of COVID-19 transmission, containment response and health system capacity.more
The results of a WHO survey conducted to assess the impact of the COVID-19 pandemic on up to 25 essential health services in countries show disruptions of essential health services in nearly all countries, and more so in lower-income than higher-income countries. The great majority of service disrup...tions were partial, which was defined as a change of 5–50% in service provision or use.more
The package provides practical, concise yet crucial information about the impact of COVID-19 on daily teaching practices as well as tips and suggestions to improve safety, well-being and learning, with students in face-to-face or remote settings.
The package speaks directly to the teachers. It ca...n be adapted to their context and can be completed at the teachers’ own pace. It includes quizzes and a self-evaluation and planning tool to help teachers reflect on what they learned and what they still need to learn, encouraging them to keep learning!more
This research was conducted in March and April 2020 to explore children and young people’s reflections and perceptions on the COVID-19 outbreak. This study was organised in response to the young people’s continued child activism in the face of personal challenges.
