Institute for Human Rights annually submits a report on the development of the human rights situ...ation in Germany to the German Federal Parliament (in accordance with sec. 2 para. 5 of the Act regarding the Legal Status and Mandate of the German Institute for Human Rights of 16 July 2015; short: DIMRG). The report is presented on the occasion of the International Human Rights Day on 10 December. The DIMRG provides that the German Federal Parliament officially responds to the report. The fifth report 2019/2020 covers the period 1 July 2019 to 30 June 2020.

Do no harm, equality, transparency, humanity: values should guide the criminal justice sector’s response to coronavirus
At the time of publishing there were more than 164,000* confirmed cases of COVID- 19, the novel form of Coronavirus, affecting 110 countries wit...h more than 6,470 deaths. In this briefing we assess the current situation of COVID-19 outbreaks and prevention measures in prisons** and wider impacts of responses to governments on people in criminal justice systems. This briefing note argues for action to be taken now and immediately, given the risk people in prison are exposed to, including prison staff.

Hopes of global cooperation withered in the face of vaccine hoarding and corporate greed.
Governments suppressed independent and critical voices, with some even using the pandemic as a pretext to shrink further the civic space. New and unresolved conflicts erupted or persisted. Those forced to flee were subjected to a litany of abuses, including pushbacks by countries in the Global North. But hopes for a better post-pandemic world were kept alive by courageous individuals, social movements and civil society organizations.

This report covers research conducted on HIV stigma and discrimination using the Stigma Index in the Papua New Guinea provinces of Western Highlands and Chimbu*. When Igat Hope began the project the aim was to conduct interviews in all regions of PNG. However, due to funding constraints and organis...ational capacities, the Stigma Index has only been applied in one region, that is, the Highlands Region. In future, the hope is to gather comparable data from other regions in PNG. Despite the fact that the overall project aims have not yet been achieved, the data contained in this report provides useful information that can be considered as work continues in PNG on HIV-related stigma and discrimination and human rights.
